Some two years ago, it was calculated, the world firmly entered the urban age, for the available evidence pointed to a startling truth: more people now live in cities than outside them. The balance between urban and rural populations differs between countries, at times considerably. Chad and Congo have about the same number of people living in cities, 2.95 million and 2.96, but these urban populations are 22% of the total population for Chad and 65% of the total population for Congo.

Overall, the balance between urban and rural populations is thought, conventionally, to directly describe whether a country is likely to be in the high income or low income groups of countries. The Department of Economic and Social Affairs – a specialist agency of the United Nations – entrusts such calculations to its Population Division whose ‘World Urbanization Prospects’ found, in its 2014 revision, that the proportion of urban populations for high income countries was 80% while that for low income countries was 30%. This seems to lend weight to the conventional wisdom that it is cities that galvanise the creation of the sort of wealth which gross domestic product (GDP) growth depends on.

Cities are seen to harbour dynamism and vitality. For those who live in such cities, this is largely true. Residents of cities like Seoul (Korea), Lima (Peru), Bangalore, Chennai and Hyderabad (all India), Bogotá (Colombia), Nagoya (Japan), Johannesburg (South Africa), Bangkok (Thailand) and Chicago (USA) are very likely to agree that living and working in their respective cities has brought tham prosperity, and are less likely to ponder about this group of cities being the top ten in the world with populations under 10 million in 2014 (there are 28 cities worldwide with populations of at least 10 million).

In 1927, the film Metropolis, conceived by Fritz Lang and delivered as an artfully stylised cinematic message, described the strains and dangers of the power that cities had already come to have over their residents. For Metropolis was a futuristic city where a cultured utopia existed above a bleak underworld populated by mistreated workers. Just over 50 years later, another film, Blade Runner (1982), blended science fiction with a disturbing portrait of a dystopian and dangerous cityscape that was both gigantic and technology-centric, through which the human element struggled to find meaning.

If Metropolis represented the post-industrial revolution European cityscape, then Blade Runner depicted the flagship of what has been called the Asian century, for its mesmerising and frightening urban backdrop was Tokyo then, and could well be China now. The Japanese capital remains in 2014 the world’s largest city with an agglomeration of 38 million inhabitants, followed by New Delhi with 25 million, Shanghai with 23 million, and Mexico City, Mumbai and São Paulo, each with around 21 million inhabitants. By 2030, so the projections say, the world will have 41 mega-cities of more than 10 million inhabitants.

For all their celebrated roles as centres of wealth, innovation and culture, these mega-cities and their smaller counterparts exert dreadful pressures on natural resources and the environment. These are already either unmanageable or uneconomical to deal with, more so in the rapidly growing urban centres of Asia and Africa. Despite the lengthening list of urban problems – most caused by rural folk flocking to cities faster than urban governance structures can cope with existing needs – demographers foresee that today’s trend will add 2.5 billion people to the world’s urban population by 2050. India, China and Nigeria are together expected to account for 37% of the projected growth of the world’s urban population between this year and 2050. It is there that the idea of the city, which so fascinated Fritz Lang, will be sorely tested.

It is looking like a good start to a year in which GM foods and GM crops can be further purged from our fields, shops and pantries. Through 2012 November and December, there were reports from the continents of Africa and South America that such crops and seeds were either being banned or that decisions concerning their use were being discussed, and pending those decisions the use of these crops and seeds would not be permitted.

Writing in The Guardian, John Vidal has barracked the UK government’s enthusiasm for GM and has said this enthusiasm (in Britain’s official, corporatised, retailed decision-making circles) is not matched in developing nations. Vidal has written: “Across the world, countries are turning their backs on GM crops; perhaps the coalition in the UK could learn something from them”.

What is remarkable, Vidal’s article has said, “is not that GM crops have, after 20 years and so much money spent, now reached 19 out of more than 150 developing countries, but that most nations have managed to keep out a rapacious industry, and that only a handful of GM food commodity crops like oilseed rape, soya and maize are still grown, mainly for animals and biofuels”. Well, yes and sadly a bit of ‘no’ too.

Although Vidal is right about the more rapacious elements of the GM/GE/DNA-manipulation industry (aren’t they all that way though?) may have been kept out of direct markets, the arguments about labelling and about monitoring (independently, which needs civic capacity, which is hardly there in the South, for instance in India) are taking place while food with GM material can be found on shop shelves. Cottonseed oil for example, which is pressed out of GM cotton, is said to be used as an alternative to other edible oils for cooking.

There’s no doubt left whatsoever that the role of genetically modified food in our food chain is a highly contested political issues. In a long, carefully argued and copiously referenced article, the Soil Association’s Peter Melchett dismantles the pro-GM lobby’s staking of the ‘scientific high-ground’. In the essay, intriguingly titled ‘The pro-GM lobby’s seven sins against science’, Melchett has said this lobby has been good at “simultaneously positioning itself as the voice of reason and progress, while painting its opponents as unsophisticated ‘anti-science’ luddites, whose arguments are full of dogma and emotion, but lack scientific rigour”.

Powerful forces in Western society have been promoting genetic engineering (now usually genetic modification – GM) in agricultural crops since the mid-1990s, Melchett has written. I would have added that these “powerful forces” are in no small measure aided and abetted by potentially more powerful forces in the countries of the South (like India) that are interested in the same – vast and detailed control over the cultivation of primary crop and the consumption of industrially processed and retailed food.

These forces, Melchett has written, “have included many governments, in particular those of the USA and UK, powerful individual politicians like George Bush and Tony Blair, scientific bodies like the UK’s Royal Society, research councils, successive UK Government chief scientists, many individual scientists, and companies selling GM products”. They have ignored the views of citizens, he has added, and most sales of GM food have relied on secrecy – denying consumers information on what they are buying. Very true. If there is ignorance to be found in the ‘western’ consumer (let us say the consumer in the western European OECD countries) concerning GM foods and GM crops, then the ignorance quotient is far higher in the consumers of let’s say the BRICS and ASEAN countries – which of course works to the advantage of the alliance of powerful forces.

Despite the efforts of the ag-biotech, industrial agriculture and processed and retailed food sector worldwide (with its dense financial and political inter-linkages), there are 20 states in the USA which are currently embroiled in fierce battles over GM labelling, strenuously opposed by the GM combine. GM cotton is widely grown in India and China, but GM foods are largely limited to the USA and South America. Brazil grows 29 million hectares of GM soy and maize, and Argentina slightly less, but Mexico has delayed the introduction of GM maize until this year, Peru has approved a 10-year moratorium on the import and cultivation of GM seeds, and Bolivia has committed to giving up growing all GM crops by 2015. In Central America Costa Rica is expected to reject an application from a Monsanto subsidiary to grow GM corn.

Another bit of calm, comrade – Chavez undaunted

The following is the full text of the message sent by president of the Bolivarian Republic of Venezuela Hugo Chavez Frias in response to the message sent by Prakash Karat, general secretary of the CPI(M) on August 8, 2011:

I send you a fraternal and Bolivarian greeting, with the living testimony of my affection and friendship.
I deeply appreciate the numerous enthusiastic demonstrations of solidarity that I have received from the brotherly nations of Venezuela, as well as Heads  of State and governments of numerous countries of our America and around the world.
After completing the first cycle of medical treatment that I have been prescribed and having made a colossal effort to celebrate together with the Venezuela people the bicentennial of the declaration of independence, I returned to the warm city of La Havana with my daughters to continue, under the strict care of a team of high class doctors, the second phase of treatment to which I am subjected.
In this complicated and difficult crossroads at which life has placed me, I proceed the long way and difficult road of return, therefore I have the conviction that all the love, all the solidarity received in recent days is the most sublime energy that boosts and will boost my desire to win this new battle that life has thrown up.
When an event like this happens, in difficult moments, the company of friends and the timely words of encouragement they give you are more valued than ever. Throughout my life, no doubt, I have been repeating the mistake of neglecting my health and now I have to confront difficulties to continue the good march towards the future.
Attended by Cuban and Venezuelan doctors trained with the most advanced scientific knowledge which they have in hand, now I must pass through a slow and careful monitoring and treatment, which accepts no rush or pressure of any kind. My discipline to recover the health is, at this point rigorous.
The hours of meditation and inner search of the necessary potential will help me to come out of this adverse situation, I have rediscovered the wise and generous words of the great Peruvian poet Cesar Vallejo, especially the verse that invokes hope and patience.

With the calmness recommended by the immortal Cesar Vallejo, that one serves under each victory, I have taken care of my health in a comprehensive and rigorous way. Thanks to the God of my fathers, to quote our Liberator Simon Bolivar, I can say that I am recovering physically, intellectually, morally and with a political strength that will allow me to confront with fortitude the challenges ahead.
Much work remains to be done to meet the immense commitment to solve the problems of the Venezuelan people to finally consolidate our country’s independence, long-awaited justice and equality. I remain in command of the Bolivarian government, with the support of a great team of ministers that is under the unconditional service of the highest interests of the country.
As you know, Venezuela celebrated in a great way the bicentennial of its independence, an event that obliges us to pick up the torch of our first liberators and to continue the struggle for independence, sovereignty and freedom of our people. Bolivar said: “I desire the formation in America of the greatest nation in the world, not so much as to its extension and wealth as to its glory and freedom.”
Friends around the world, I invite you to continue accompanying Venezuela with the same solidarity and respect of always, to keep together, scaling new heights and to build the better world we want. I reiterate my unconditional friendship, and my infinite affection for every interest and the concern expressed in recent days.
From the great nation, from my heart, from my whole soul, from my supreme hope, which is of a people, I say for now and always:
We will live and win!

The World Bank has just released an interesting document called ‘Rising Global Interest in Farmland: Can it Yield Sustainable and Equitable Benefits?’. It is presented as a response to the global farmland grab, reviews global trends of land expansion as well as empirical evidence on land acquisitions in 14 countries between 2004 and 2009: Brazil, Cambodia, Democratic Republic of Congo, Ethiopia, Indonesia, Liberia, Lao PDR, Mexico, Mozambique, Nigeria, Peru, Sudan, Ukraine, and Zambia. (I’ll post more on the study as soon as I can read it fully.)

The inclusion of Ukraine is interesting, primarily because of the country’s long history (as a Soviet republic) of collective farming, and also because of the horrific famine that engulfed Ukraine, the northern Caucasus, and the lower Volga River area almost 80 years ago, in 1932-1933, was the result of Joseph Stalin’s policy of collectivisation. This is also part of the region which suffered in the July 2010 fires that traumatised Russia.

The Bank’s study contains a few paras about the Soviet farming system which are worth reading closely, for they help explain the current wheat shortage in Russia and the responses of both Russia and Ukraine to the continuing wheat crisis.

Eastern European countries have undergone major transitions from the former Soviet system of collective and state farms to new agrarian structures (says the Bank’s section on Russia). These transitions have unfolded in many ways depending on countries’ factor endowment, the share of agriculture in the overall labour force, infrastructure, and the way the reforms were implemented. In areas of low population density, where collectives were divided into small plots allocated to members, the plots were quickly rented back by companies with access to finance and machinery.

These companies were often created from former collective farms whose managers could more easily consolidate land parcels and shares. Services, institutions, and logistics were geared to large-scale production, so smallholder grain production was never viable option. Where farms were land- and capital-intensive, corporate farming was the dominant organisational structure. On the other hand, many countries where land was split up into smallholder farms also performed well. The diversity is illustrated by the share of area under corporate farms 10 years after the transition, ranging from 90 percent in Slovakia, 60 percent in Kazakhstan, 45 percent in Russia, to less than 10 percent in Albania, Latvia. and Slovenia.

In Russia, Ukraine, and Kazakhstan, the transition was associated with a 30 M ha decline in area sown, with most of that area returning to pastures or fallow. Large farms were better able to deal with the prevailing financing, infrastructure and technology constraints. Aided by the phasing out of an inefficient meat industry and the associated demand for grain as feed, the region turned from a grain deficit of 34 mt in the late 1980s to exports of more than 50 mt of grain and 7 mt of oilseeds and derivatives. In light of the scope for transfer of available technology, Russia, Ukraine and Kazakhstan, the region’s three land-abundant countries, have an opportunity to establish themselves as major players in global grain markets, especially if ways to effectively deal with volatility are found.

Given the slow development of markets, mergers to integrate vertically to help acquire inputs and market outputs led to the emergence of some very large companies. For example, in Russia, the 30 largest holdings farm 6.7 million ha, and in Ukraine, the largest 40 control 4 to 4.5 million ha. Many of the agricultural companies are home grown, though often with significant investment from abroad. Several have issued IPOs.

Some Western European companies have also invested directly in large-scale farming in the region. For example, Black Earth, a Swedish company, farms more than 300,000 ha in Russia. With greater demand and better logistics, there remains substantial potential for intensification and in some cases for area expansion. Cereal yields increased 38 percent from 1998-2000 to 2006-2008 but are still far below potential. For example, Ukraine’s cereal yields are 2.7 t/ha, some 40 percent of the Western European average. The potential to transfer technology and relatively cheap land has been one of the major motivations for foreign direct investment in the region.

In Russia land is either leased or owned, and in Ukraine. where private land sales are not allowed, all land is leased. usually for 5-25 years. But throughout the region, land rents are still very low relative to land of comparable quality in other parts of Europe. Competitive markets for land shares have yet to emerge. and in many situations imperfections in financial and output markets preclude own-cultivation as a viable option. So the bargaining power of landowners is often weak, suggesting that rental rates are low and that owners receive few of the benefits from large-scale cultivation.
