Eating out, or India’s exorbitant world food bill

In the Konkan, small electrically operated oil presses that ingest limited amounts of dried copra to expel oil for households to cook with are common. These can press enough in a day (electricity supply permitting) to fill several dozen glass bottles with coconut oil. As such a filled bottle of freshly pressed coconut oil usually sells for Rs 130 to Rs 160, the price per litre may be estimated at about Rs 180. This price compares quite well with the price range of Rs 190 to Rs 220 that is paid by the household buyer for a litre of branded coconut oil.
But it compares not at all with the trade price of an imported shipment of sunflower-seed or safflower oil which in 2016 was imported into India at an average price of just under Rs 60 per kilogram. India imported 1.53 million tons of sunflower-seed or safflower oil last year, and the Rs 9,080 crore spent on it pushed the total amount spent on imported ‘edible’ oils to beyond the Rs 70,000 crore mark. Palm oil
Both by weight and by the total amount paid for it, palm oil is the most visible imported food commodity in India today, and has been for the last five years. In 2016 India imported 8.25 million tons of palm oil (the supplying countries being Malaysia and Indonesia) for which the importing agencies paid Rs 38,900 crore. This immense annual flood of a sort of oil that ought never to have touched our shores let alone ooze into our home kitchens and canteens came at less than Rs 48 per kilogram last year. For this reason – the absurdly low price per landed ton of Malaysian and Indonesian palm oil, a low price that hides from the Indian consumer the deforestation devastation and species extinction in those countries, new cooking oil blends are being shoved into the foods market every other month by the edible oils industry.
Biomedical research which is independent and not either funded by or influenced by the oil palm industry and edible oil traders (which means the world’s largest commodity trading firms) indicates that palm oil, which is high in saturated fat and low in polyunsaturated fat, leads to heart disease. It is considered less harmful than partially hydrogenated vegetable oil, but that is no redemption, for palm oil can under no circumstance be compared to our traditional cooking oils, coconut included.
The colonisation of the Indian kitchen and of the processed foods industry by palm oil has taken place only on the basis of landed price per ton, and that is why this oleaginous menace is now found in many everyday products such as biscuits and crackers and cookies (which school children develop addictions for), snack chips, shampoos, skin care and beauty products, and even pet food. Soya oil
The next largest oily invasion is that of soyabean oil, of which 3.89 million tons (mt) was imported by India in 2016 (3.5 mt in 2015, 2.1 mt in 2014). Most of this was of Argentinian origin, just over 3 mt, and because more than 98% of the soya that is grown in Argentina is genetically modified (GM) the millions of tons of soyabean oil India has imported from that country has been used, blended, fractionated, caked and consumed by humans and animals with no indication about its GM origin and with no tests whatsoever for its effects on human and animal health. In terms of rupees per landed kilogram of soyabean oil, at about Rs 53 it is between palm oil and sunflower-seed or safflower oil. These landed prices show dramatically the effect exporting countries’ subsidies for a commodity category have on the related industry (edible oils) in an importing country.
Just as the vast palm oil plantations in Malaysia and Indonesia have waxed luxuriant in place of the old growth tropical rainforests that were cut down, turning the wildlife of these forests into hapless refugees, swelling the lucrative and thoroughly illegal forest timber trade, so too have the vast soya plantations in Argentina immiserated that country’s rural population and caused hunger because of the soya monocrop that has replaced their food biodiversity and whose need for fertiliser grew (as it did with Bt cotton in India) instead of shrinking. Both these long-drawn out eco-social catastrophes have been prolonged because of the inability or unwillingness of Indian consumers and regulatory agencies to acknowledge the faraway effects of our considerable ‘demand’ for palm oil and soyabean oil.
Pulses
Second to palm oil by weight amongst food commodities imported by India is pulses, of which 6.18 mt were imported in 2016 for a price of Rs 27,700 crore. The annual import pattern of a decade of 4 mt to more than 6 mt of imported pulses last year are a large fraction again of the average 18.7 mt of pulses a year grown in India for the last five years (until 2016-17).
Between 2003-04 and 2009-10 the quantity of pulses (tur or arhar, gram, moong, urad, other kharif and rabi pulses) harvested scarcely changed, averaging 14.2 mt over this period. There was a jump in 2010-11 to 18.2 mt and then another plateau followed until 2015-16, with the average for those six years being 17.7 mt. With the 22.7 mt estimated total pulses harvest in 2016-17, we can hope that another plateau is being scaled, and indeed this pattern of a plateau of several years followed by a modest increase does tend to indicate the following of a more agro-ecological cultivation of pulses (these being in rainfed farms) than intensive cultivation dependent on fertiliser, pesticide and commercial seed. Sugar
What is a new concern is an item that by weight is fourth on the list of food commodity items imported, and that is sucrose: India imported 2.11 mt in 2016, in 2015 it was 1.6 mt, in 2014 it was 1.37 mt. The country with the greatest consumption of sugar, estimated by the Ministry of Agriculture and the Department of Food and Public Distribution to be around 25 mt per year and growing disproportionately above the natural growth in the number of households, the processed and packaged food sector is the destination for the 2.11 mt of sucrose imported in 2016. A ready consumer for the sucrose is the commercial fruit juice sector, which bases its produce on a small amount of fruit pulp (vegetable extract is often added for bulk), water, chemical preservatives, food-like colours, artificial flavours and sweeteners.
The giant bulk of our sugarcane harvests distract from the ratios calculated – that a ton of raw sugar is obtained from 13 or 14 tons of cane. (This is usually net of jaggery / gur / khandsari and also net of molasses, which is used by distilleries and animal feed.) The mountains of bagasse – the crushed residue from which the sugar has been extracted – which remain are used in the paper and pulp industry, are an ingredient in cattle feed, and are used as biofuel. Nuts
At 730,000 tons imported in 2016 and under the international trade category of ‘edible fruit and nuts’ is cashew nuts and Brazil nuts, on which Rs 8,345 crore was spent. A second important sub-category is ‘dates, figs, pineapples, avocados, guavas, mangoes and mangosteens, fresh or dried’ and 350,000 tons were imported in 2016 (for Rs 6,204 crore), while 280,000 tons of apples, pears and quinces, 182,000 tons of ‘other nuts, fresh or dried’ were also imported.
Under 23 main categories food commodities, which include 167 sub-categories and more than 400 subsidiary categories, the bill for imported foods (including dairy and beverages) and food products that we purchased from all over the world in 2016 was USD 22,041 million (USD 22.04 billion), or at the average rupee-dollar exchange rate for 2016, Rs 152,088 crore! In 2015 this bill was USD 20,877 million which at the average annual rupee-dollar exchange rate for 2015 was Rs 137,794 crore. In 2014 this bill was USD 19,372 million which at the average annual rupee-dollar exchange rate for 2014 was Rs 123,015 crore.
Globalisation
These amounts are astronomical and underline the strength of globalisation’s thrall by which we are gripped, exerted upon us not only by the World Trade Organisation but also by the agreements that India has signed (or intends to, and demonstrates intent by importing) with regional trade blocs of the European Union, the OECD and ASEAN. The financial allocations to some of the largest central government programmes, and the budgetary sums of some of the biggest successes in the last three years shrink in comparison to the size of these purchases: the spectrum auction in 2015 brought in Rs 110,000 crore, the 2016-17 central government pensions budget of Rs 128,166 crore, the Rs 47,410 crore transferred so far as subsidy directly into accounts under the Direct Benefit Transfer for LPG consumer scheme, the expenditure of Rs 51,902 crore in 2016-17 on MGNREGA (the highest since its inception).
Bringing about stability in farmers’ incomes (let alone an increase), encouraging rural and peri-urban entrepreneurship based on traditional foods cultivated by agro-ecological methods, ensuring that consumers can find [read about the link with inflation in ‘The relative speeds of urban inflation’] and are assured by the quality of food staples which are free of GM ingredients, chemicals and additives, and the saving of enormous sums of money can all be had if we but reduce and then cut out entirely the wanton import of food and beverages, and processed and packaged food products.
Monsanto drops GM crop plans in Europe

The signs have been gaining substance over the last two years. In western Europe (Britain excluded), citizens and independent researchers have demanded and end to GM food products. The support given to the seed-biotech-fertiliser conglomerates of the USA and Europe, by their governments has been well met by organised consumer awareness and resistance. It is no wonder then that these cartels have shifted the use of their tactics to Asia, where political establishments can be more easily influenced and where consumer awareness about the dreadful dangers of GM is generally lower than in western Europe.
Europe’s press is reporting that Monsanto, the fertiliser and biotechnology company, is withdrawing all permits requested to the European Commission to grow genetically modified corn, soy and sugar beet because it does not see “a commercial outlook” for these products (that’s what the public relations scoundrels call what we know and practice as informed consumer awareness).
German daily Die Welt reported that only a request to grow genetically modified corn (of the MON810 type) will be renewed. For the moment, this type of corn is the only genetically modified organism commercially cultivated in Europe, said Die Welt. While MON810 corn type is admitted into the EU, several countries including France, Germany and Italy have banned it at the national level, following citizen initiatives. Last year, German chemical firm BASF threw in the towel and relocated its biotechnology centre to the USA because genetic engineering is so strongly contested in Europe.
Monsanto has loudly insisted that its genetically modified products, including maize MON810, which is authorised in Europe, are safe for humans. It has an army of compromised ‘scientists’ on its payroll in every single country where it wants to push its GM products, and using its public relations agents has infiltrated media in every country that it sees as a market. But the evidence that GM is dangerous for humans and animals, for insects and plants alike grows by the day. A study conducted on rats for two years by a team of French researchers on Monsanto NK 603 corn revealed an abnormally high tumour and death rate – Monsanto’s own in-house studies, pushed out as counter-evidence by mercenary accomplices, were conducted for no more than three months!

Greenpeace noted the company will also seek to continue sales of its controversial MON810 maize, which was already approved in Europe and is the last remaining GM crop grown there. “The EU-wide authorisation for the cultivation of MON810 is expiring at the end of a ten-year period and the safety of the crop is due to be reassessed. The company is permitted to continue to use MON810 in Europe until the European Commission announces its decision,” stated Greenpeace.
The GM Freeze campaign welcomed Monsanto’s announcement that it is withdrawing pending applications to cultivate GM crops in the European Union but said this is not the end of Europe’s GM story. GM Freeze pointed out that Monsanto’s GM crops will still be imported into the EU, primarily for use in animal feed and biofuels, so the damage to ecosystems and human health caused by GM will continue elsewhere. The lack of labels on meat, eggs, dairy products and fish produced using GM feed means that Europe’s reliance on GM is hidden from consumers so they cannot easily avoid buying GM-fed products. Food companies should meet the clear demand for entirely non-GM foods by labelling those produced without GM, as is done successfully by many companies in Germany, Austria and France.
In tiresomely typical contrast, the government of the United Kingdom is to push the European Union to ease restrictions limiting the use of GM crops in the human food chain, reported The Independent. Britain’s Environment Secretary Owen Paterson is next week due to announce a UK government drive to increase Britain’s cultivation of GM foods! The newspaper said Britain’s ministers are hopeful of building support in Brussels for a change of heart on GM, with Germany seen as a key swing voter. The government of Britain’s craven attempts to relax the rules will face opposition from countries like Poland which in April became the eighth EU member state to ban the cultivation of GM crops.
Forgetting their ‘commitments’ to get GM out of their supply chains, big British food retailers – Sainsbury’s, Marks & Spencer and Tesco – have gone in the opposite direction. Sainsbury’s and Marks & Spencer have joined Monsanto, Cargill and Nestle on the absurd Roundtable on Responsible Soy, a group that has been condemned by organisations around the world as a greenwash of existing bad practice in industrial soya monoculture. The Roundtable ‘certifies’ (judge and jury) GM soya as “responsible” despite growing evidence of adverse health, environmental and socioeconomic impacts in producer countries. Tesco is now backing GM soya production in South America, where it is grown in huge monocultures sprayed frequently with Roundup to the detriment of people and ecosystems there.
The year the GM machine can be derailed

It is looking like a good start to a year in which GM foods and GM crops can be further purged from our fields, shops and pantries. Through 2012 November and December, there were reports from the continents of Africa and South America that such crops and seeds were either being banned or that decisions concerning their use were being discussed, and pending those decisions the use of these crops and seeds would not be permitted.
Writing in The Guardian, John Vidal has barracked the UK government’s enthusiasm for GM and has said this enthusiasm (in Britain’s official, corporatised, retailed decision-making circles) is not matched in developing nations. Vidal has written: “Across the world, countries are turning their backs on GM crops; perhaps the coalition in the UK could learn something from them”.

What is remarkable, Vidal’s article has said, “is not that GM crops have, after 20 years and so much money spent, now reached 19 out of more than 150 developing countries, but that most nations have managed to keep out a rapacious industry, and that only a handful of GM food commodity crops like oilseed rape, soya and maize are still grown, mainly for animals and biofuels”. Well, yes and sadly a bit of ‘no’ too.
Although Vidal is right about the more rapacious elements of the GM/GE/DNA-manipulation industry (aren’t they all that way though?) may have been kept out of direct markets, the arguments about labelling and about monitoring (independently, which needs civic capacity, which is hardly there in the South, for instance in India) are taking place while food with GM material can be found on shop shelves. Cottonseed oil for example, which is pressed out of GM cotton, is said to be used as an alternative to other edible oils for cooking.
There’s no doubt left whatsoever that the role of genetically modified food in our food chain is a highly contested political issues. In a long, carefully argued and copiously referenced article, the Soil Association’s Peter Melchett dismantles the pro-GM lobby’s staking of the ‘scientific high-ground’. In the essay, intriguingly titled ‘The pro-GM lobby’s seven sins against science’, Melchett has said this lobby has been good at “simultaneously positioning itself as the voice of reason and progress, while painting its opponents as unsophisticated ‘anti-science’ luddites, whose arguments are full of dogma and emotion, but lack scientific rigour”.
Powerful forces in Western society have been promoting genetic engineering (now usually genetic modification – GM) in agricultural crops since the mid-1990s, Melchett has written. I would have added that these “powerful forces” are in no small measure aided and abetted by potentially more powerful forces in the countries of the South (like India) that are interested in the same – vast and detailed control over the cultivation of primary crop and the consumption of industrially processed and retailed food.

These forces, Melchett has written, “have included many governments, in particular those of the USA and UK, powerful individual politicians like George Bush and Tony Blair, scientific bodies like the UK’s Royal Society, research councils, successive UK Government chief scientists, many individual scientists, and companies selling GM products”. They have ignored the views of citizens, he has added, and most sales of GM food have relied on secrecy – denying consumers information on what they are buying. Very true. If there is ignorance to be found in the ‘western’ consumer (let us say the consumer in the western European OECD countries) concerning GM foods and GM crops, then the ignorance quotient is far higher in the consumers of let’s say the BRICS and ASEAN countries – which of course works to the advantage of the alliance of powerful forces.
Despite the efforts of the ag-biotech, industrial agriculture and processed and retailed food sector worldwide (with its dense financial and political inter-linkages), there are 20 states in the USA which are currently embroiled in fierce battles over GM labelling, strenuously opposed by the GM combine. GM cotton is widely grown in India and China, but GM foods are largely limited to the USA and South America. Brazil grows 29 million hectares of GM soy and maize, and Argentina slightly less, but Mexico has delayed the introduction of GM maize until this year, Peru has approved a 10-year moratorium on the import and cultivation of GM seeds, and Bolivia has committed to giving up growing all GM crops by 2015. In Central America Costa Rica is expected to reject an application from a Monsanto subsidiary to grow GM corn.
Meagre morsels: the food crisis of 2012

1. The Dawn of Pakistan has reported that “a global race for grain trading power is putting more of the world’s vital cereals in the hands of fewer companies, with a string of recent acquisitions raising fears that consumers will pay even more for their food, while farmers are squeezed”. The report said that Archer Daniels Midland last week bid for Australia’s last independent grain handler GrainCorp, the latest in a series of moves by grain trading heavyweights to grab a larger slice of a booming market as developing economies seek food security.
2. Nobel Prize winner Octavio Paz acutely observed that the invention of corn by the Mexicans is only comparable to the invention of fire by the early humans, according to this report from Voxxi. “From the inedible grass of the teocintle or teosinte, ancient Mexicans created modern corn, which was spread across Mesoamerica and eventually around the world.” The report said that the 60 or so breeds and the thousands of different varieties native to Mexico act as a genetic reservoir and a crucially important strategic good in terms of the global food supply and economy.
3. “Hunger and revolutions have always gone hand-in-hand, of course — the latter is what happens when you let them eat cake but the people have no bread,” explained this blog on Reuters. But at which point do prices pass the point of no return? Their research has found that food riots are most likely to occur when the FAO Food Price Index rises above 210. “Recognising the dangers of food speculation, six European banks – including Commerzbank, Germany’s second largest – this summer removed agricultural products from their commodity funds altogether. Wall Street, however, has not been so accommodating.”
4. Food security levels declined in 98 out of 105 countries between June and September because of rising food prices, according to updated data from the Economist Intelligence Unit and reported by Bloomberg Businessweek. The score for affordability of food dropped to 50.5 on a scale of 100 from 53.2 previously, an EIU researcher told the business magazine. Hungary, Brazil, Argentina and Russia had the biggest drops in affordability of food on a combination of economic weakness and inflation, the unit wrote. Global food prices have advanced 7.7 percent from June, according to the EIU. Among the most undernourished countries, the biggest drops in food affordability were recorded in South Africa, the Dominican Republic, Guatemala and Botswana, according to the report.

5. The countries with the highest burden of under-nutrition, responsible for as many as 2.6 million child deaths a year, are the most exposed to food price spikes, reported The Guardian. They tend to be net importers of food, and have citizens who spend 30-60% of their income on food. When prices go up, poor people take their children out of school and prioritise foods that provide energy over nutrition. A relatively short spike can have long-term effects on the development and potential of children.

In August 2012, three of the eight “livelihood zones” in Burundi – around 200,000 people – were found to be at a “crisis” level of food security, or Phase 3 in the Integrated Food Security Phase Classification scale, said this All Africa report. This was variously due to recurrent drought, plant disease, poverty, lack of drinking water and land scarcity. Most of the rest of the country is in Phase 2 – also classified as “stressed” – with a risk of falling into Phase 3 “at the slightest shock”, such as flooding or hailstorms, according to Isaac Nzitunga of the Ministry of Agriculture. More than 60 percent of the population in the tiny, densely populated central African state, one still recovering from a 1993-2005 civil war which killed some 300,000 people and uprooted more than a million others, is at risk of food insecurity. Some 58 percent of children are chronically malnourished, which means their physical and intellectual development is seriously threatened.
IGC’s 2011 wrap-up – Eurozone crisis has affected crops, barring rice
The International Grains Council has released its grain market report for November 2011. As this will be the IGC’s last report for the year, grain traders in the major exporting countries and buying countries will use this as their end-2011 reference. Here are the main forecasts by the IGC for major crops:
Market commentary – After showing some strength in early November, global grain export prices were again in retreat, though with rice once more the exception. Overall, IGC’s GOI index fell by 16 points, or 6%, to a 13-month low. The recent market downturn can be partly ascribed to bearishly perceived market fundamentals, as harvests neared completion in the northern hemisphere and work started south of the equator. But it was also in reaction to deepening financial uncertainties, notably in Europe, affecting nearly all commodities. Heavy supplies of wheat amid strong export competition, including from new crop grain out of Argentina and Australia, mostly reduced fob values by between $20 and $30 over the past month, narrowing the gap with Black Sea quotations.
Despite initial support from US cash markets and a smaller official crop estimate, CME maize futures in Chicago saw major speculative selling, partly due to increased competition from other exporters but with sentiment considerably dented by worries about the global financial crisis and the collapse of a major brokerage firm. Similar pressures were evident in oilseed markets, led by a decline in US soyabeans, values of which dipped to their lowest since October 2010. As measured by IGC’s sub-index for rice, export prices of this cereal remained firm in the past month: within this measure, quotations in Thailand saw further gains, attributed to the country’s severe floods, while those in Vietnam and South Asia weakened.
Grains – Reduced grain crop estimates for some major producers, including for maize in the US, are only partly offset by increases in the CIS and elsewhere, trimming the global production total for 2011-12 by 3m. tons from October, to 1,816m. This would still represent an increase of 64m. tons over last year, largely due to sizeable recoveries in output in Russia, Ukraine and Kazakhstan. Production of all crops except sorghum will rise this year, with the biggest increases in wheat and maize. Southern hemisphere prospects remain favourable, with rains in South America and Australia mostly boosting yield expectations for wheat and helpful for plantings of maize and sorghum. Consumption of grains will also increase in 2011-12, especially in the feed sector, including a marked rebound in Russia after the previous year’s drought.
At 1,826m. tons, world use is expected to show a rise of 2.2% from the previous year. However, a feature this year will be the marked slowdown in the expansion of industrial use, set to rise by only 1.7%, to 303m. tons. Within this figure, the use of grains in fuel ethanol, which has displayed huge growth in the past decade, is expected to stay close to last year’s 147m. tons, assuming the use of maize for this purpose in the US declines slightly. With the reduction in the global grain crop estimate largely balanced by an upward adjustment in the opening stocks figure and a slight cut in the use forecast, the projection of world carryover stocks is unchanged from last month, at 360m. tons.

However, the total for the eight major exporters is trimmed by 3m. tons, largely because of a reduced stocks projection in the EU. World trade in grains in 2011-12 (July-June) is expected to climb by 11m. tons to a record 254m., 4m. more than forecast previously, reflecting larger than anticipated wheat purchases after this season’s marked upturn in medium and lower grade supplies, especially from the Black Sea region, whose total grain shipments are set to total 55m. tons, up from only 22m. last year.
Wheat – The second largest world wheat crop ever and ample carry-in stocks from last year, have sharply boosted global availabilities in 2011-12. While use is rising at a faster than normal pace, world stocks at the end of the season are still expected to climb to their highest level in a decade. Compared with last month, the estimate of world production is 1m. tons lower, at 683m., including a slight downward revision in the US, where the spring wheat crop was even smaller than expected.
Stronger than previously projected feed use adds another 2m. tons to the global consumption forecast, at 679m., boosting the annual percentage increase to about three times the longer-term trend. Because of the increased demand figure, the forecast of global carryover stocks is 2m. tons lower than last month, at 200m., but these would still be the largest since 2001-02. The world trade forecast is lifted by 3m. tons from before to nearly 135m., only slightly below the 2008-09 record. Rather than reflecting a supply shortfall in any one country or region (as it did in 2008-09, when Iran’s imports were higher than usual), import demand appears strong in a wide range of countries, aided by competitive pricing in the major exporters, especially for lower and medium grades.
Maize (corn) – While the US crop was slightly smaller than last year’s, larger outturns elsewhere are expected to lift world maize production to a new record of 853m. tons (826m.). With harvests in North America and Europe entering their final stages, attention is switching to the southern hemisphere, where farmers in Argentina, Brazil and South Africa are set to plant more maize than in 2010-11. Due to strong competition from feed-grade wheat and projected sluggish growth in industrial demand, world use is forecast to increase at a slower than average pace. However, with the total still expected to exceed output, 2011-12 ending stocks are forecast to fall to a five-year low. Trade in the year to June 2012 is forecast to increase by 1% due to strong demand from buyers in parts of Latin America, Asia and North Africa.
Rice – Flooding in parts of Asia has negatively affected crop prospects in some key exporters. Nevertheless, bigger outturns in China and India are expected to lift global production by 2% in 2011-12, to a record 459m. tons. Total rice use is also forecast to expand by 2%, with a further small increase projected in the global carryover, to 100m. tons (98m.). Within the total, inventories in the five major exporters are forecast to increase by 8%, to an all-time peak of 32m. tons. World trade in calendar 2012 is forecast to contract by 0.8m.tons, to 32.5m., on reduced imports by Far East Asia, especially by Bangladesh and Indonesia.
