Eating out, or India’s exorbitant world food bill

In the Konkan, small electrically operated oil presses that ingest limited amounts of dried copra to expel oil for households to cook with are common. These can press enough in a day (electricity supply permitting) to fill several dozen glass bottles with coconut oil. As such a filled bottle of freshly pressed coconut oil usually sells for Rs 130 to Rs 160, the price per litre may be estimated at about Rs 180. This price compares quite well with the price range of Rs 190 to Rs 220 that is paid by the household buyer for a litre of branded coconut oil.

But it compares not at all with the trade price of an imported shipment of sunflower-seed or safflower oil which in 2016 was imported into India at an average price of just under Rs 60 per kilogram. India imported 1.53 million tons of sunflower-seed or safflower oil last year, and the Rs 9,080 crore spent on it pushed the total amount spent on imported ‘edible’ oils to beyond the Rs 70,000 crore mark. [The cultivation of oilseeds, like the cultivation of all ‘commercial’ crops that are not food staples, is a matter of crop choice, for which see ‘Why our kisans must make sustainable crop choices’.]

Palm oil

Both by weight and by the total amount paid for it, palm oil is the most visible imported food commodity in India today, and has been for the last five years. In 2016 India imported 8.25 million tons of palm oil (the supplying countries being Malaysia and Indonesia) for which the importing agencies paid Rs 38,900 crore. This immense annual flood of a sort of oil that ought never to have touched our shores let alone ooze into our home kitchens and canteens came at less than Rs 48 per kilogram last year. For this reason – the absurdly low price per landed ton of Malaysian and Indonesian palm oil, a low price that hides from the Indian consumer the deforestation devastation and species extinction in those countries, new cooking oil blends are being shoved into the foods market every other month by the edible oils industry.

Biomedical research which is independent and not either funded by or influenced by the oil palm industry and edible oil traders (which means the world’s largest commodity trading firms) indicates that palm oil, which is high in saturated fat and low in polyunsaturated fat, leads to heart disease. It is considered less harmful than partially hydrogenated vegetable oil, but that is no redemption, for palm oil can under no circumstance be compared to our traditional cooking oils, coconut included.

The colonisation of the Indian kitchen and of the processed foods industry by palm oil has taken place only on the basis of landed price per ton, and that is why this oleaginous menace is now found in many everyday products such as biscuits and crackers and cookies (which school children develop addictions for), snack chips, shampoos, skin care and beauty products, and even pet food. Soya oil

The next largest oily invasion is that of soyabean oil, of which 3.89 million tons (mt) was imported by India in 2016 (3.5 mt in 2015, 2.1 mt in 2014). Most of this was of Argentinian origin, just over 3 mt, and because more than 98% of the soya that is grown in Argentina is genetically modified (GM) the millions of tons of soyabean oil India has imported from that country has been used, blended, fractionated, caked and consumed by humans and animals with no indication about its GM origin and with no tests whatsoever for its effects on human and animal health. In terms of rupees per landed kilogram of soyabean oil, at about Rs 53 it is between palm oil and sunflower-seed or safflower oil. These landed prices show dramatically the effect exporting countries’ subsidies for a commodity category have on the related industry (edible oils) in an importing country.

Just as the vast palm oil plantations in Malaysia and Indonesia have waxed luxuriant in place of the old growth tropical rainforests that were cut down, turning the wildlife of these forests into hapless refugees, swelling the lucrative and thoroughly illegal forest timber trade, so too have the vast soya plantations in Argentina immiserated that country’s rural population and caused hunger because of the soya monocrop that has replaced their food biodiversity and whose need for fertiliser grew (as it did with Bt cotton in India) instead of shrinking. Both these long-drawn out eco-social catastrophes have been prolonged because of the inability or unwillingness of Indian consumers and regulatory agencies to acknowledge the faraway effects of our considerable ‘demand’ for palm oil and soyabean oil.

Pulses

Second to palm oil by weight amongst food commodities imported by India is pulses, of which 6.18 mt were imported in 2016 for a price of Rs 27,700 crore. The annual import pattern of a decade of 4 mt to more than 6 mt of imported pulses last year are a large fraction again of the average 18.7 mt of pulses a year grown in India for the last five years (until 2016-17).

Between 2003-04 and 2009-10 the quantity of pulses (tur or arhar, gram, moong, urad, other kharif and rabi pulses) harvested scarcely changed, averaging 14.2 mt over this period. There was a jump in 2010-11 to 18.2 mt and then another plateau followed until 2015-16, with the average for those six years being 17.7 mt. With the 22.7 mt estimated total pulses harvest in 2016-17, we can hope that another plateau is being scaled, and indeed this pattern of a plateau of several years followed by a modest increase does tend to indicate the following of a more agro-ecological cultivation of pulses (these being in rainfed farms) than intensive cultivation dependent on fertiliser, pesticide and commercial seed. [This does have much to do with cultivation practices in different regions, for which read ‘Seeing the growers of our food and where they are’.]

Sugar

What is a new concern is an item that by weight is fourth on the list of food commodity items imported, and that is sucrose: India imported 2.11 mt in 2016, in 2015 it was 1.6 mt, in 2014 it was 1.37 mt. The country with the greatest consumption of sugar, estimated by the Ministry of Agriculture and the Department of Food and Public Distribution to be around 25 mt per year and growing disproportionately above the natural growth in the number of households, the processed and packaged food sector is the destination for the 2.11 mt of sucrose imported in 2016. A ready consumer for the sucrose is the commercial fruit juice sector, which bases its produce on a small amount of fruit pulp (vegetable extract is often added for bulk), water, chemical preservatives, food-like colours, artificial flavours and sweeteners.

The giant bulk of our sugarcane harvests distract from the ratios calculated – that a ton of raw sugar is obtained from 13 or 14 tons of cane. (This is usually net of jaggery / gur / khandsari and also net of molasses, which is used by distilleries and animal feed.) The mountains of bagasse – the crushed residue from which the sugar has been extracted – which remain are used in the paper and pulp industry, are an ingredient in cattle feed, and are used as biofuel. Nuts

At 730,000 tons imported in 2016 and under the international trade category of ‘edible fruit and nuts’ is cashew nuts and Brazil nuts, on which Rs 8,345 crore was spent. A second important sub-category is ‘dates, figs, pineapples, avocados, guavas, mangoes and mangosteens, fresh or dried’ and 350,000 tons were imported in 2016 (for Rs 6,204 crore), while 280,000 tons of apples, pears and quinces, 182,000 tons of ‘other nuts, fresh or dried’ were also imported.

Under 23 main categories food commodities, which include 167 sub-categories and more than 400 subsidiary categories, the bill for imported foods (including dairy and beverages) and food products that we purchased from all over the world in 2016 was USD 22,041 million (USD 22.04 billion), or at the average rupee-dollar exchange rate for 2016, Rs 152,088 crore! In 2015 this bill was USD 20,877 million which at the average annual rupee-dollar exchange rate for 2015 was Rs 137,794 crore. In 2014 this bill was USD 19,372 million which at the average annual rupee-dollar exchange rate for 2014 was Rs 123,015 crore.

Globalisation

These amounts are astronomical and underline the strength of globalisation’s thrall by which we are gripped, exerted upon us not only by the World Trade Organisation but also by the agreements that India has signed (or intends to, and demonstrates intent by importing) with regional trade blocs of the European Union, the OECD and ASEAN. The financial allocations to some of the largest central government programmes, and the budgetary sums of some of the biggest successes in the last three years shrink in comparison to the size of these purchases: the spectrum auction in 2015 brought in Rs 110,000 crore, the 2016-17 central government pensions budget of Rs 128,166 crore, the Rs 47,410 crore transferred so far as subsidy directly into accounts under the Direct Benefit Transfer for LPG consumer scheme, the expenditure of Rs 51,902 crore in 2016-17 on MGNREGA (the highest since its inception).

Bringing about stability in farmers’ incomes (let alone an increase), encouraging rural and peri-urban entrepreneurship based on traditional foods cultivated by agro-ecological methods, ensuring that consumers can find [read about the link with inflation in ‘The relative speeds of urban inflation’] and are assured by the quality of food staples which are free of GM ingredients, chemicals and additives, and the saving of enormous sums of money can all be had if we but reduce and then cut out entirely the wanton import of food and beverages, and processed and packaged food products.

Monsanto drops GM crop plans in Europe

The signs have been gaining substance over the last two years. In western Europe (Britain excluded), citizens and independent researchers have demanded and end to GM food products. The support given to the seed-biotech-fertiliser conglomerates of the USA and Europe, by their governments has been well met by organised consumer awareness and resistance. It is no wonder then that these cartels have shifted the use of their tactics to Asia, where political establishments can be more easily influenced and where consumer awareness about the dreadful dangers of GM is generally lower than in western Europe.

Europe’s press is reporting that Monsanto, the fertiliser and biotechnology company, is withdrawing all permits requested to the European Commission to grow genetically modified corn, soy and sugar beet because it does not see “a commercial outlook” for these products (that’s what the public relations scoundrels call what we know and practice as informed consumer awareness).

German daily Die Welt reported that only a request to grow genetically modified corn (of the MON810 type) will be renewed. For the moment, this type of corn is the only genetically modified organism commercially cultivated in Europe, said Die Welt. While MON810 corn type is admitted into the EU, several countries including France, Germany and Italy have banned it at the national level, following citizen initiatives. Last year, German chemical firm BASF threw in the towel and relocated its biotechnology centre to the USA because genetic engineering is so strongly contested in Europe.

Monsanto has loudly insisted that its genetically modified products, including maize MON810, which is authorised in Europe, are safe for humans. It has an army of compromised ‘scientists’ on its payroll in every single country where it wants to push its GM products, and using its public relations agents has infiltrated media in every country that it sees as a market. But the evidence that GM is dangerous for humans and animals, for insects and plants alike grows by the day. A study conducted on rats for two years by a team of French researchers on Monsanto NK 603 corn revealed an abnormally high tumour and death rate – Monsanto’s own in-house studies, pushed out as counter-evidence by mercenary accomplices, were conducted for no more than three months!

Greenpeace noted the company will also seek to continue sales of its controversial MON810 maize, which was already approved in Europe and is the last remaining GM crop grown there. “The EU-wide authorisation for the cultivation of MON810 is expiring at the end of a ten-year period and the safety of the crop is due to be reassessed. The company is permitted to continue to use MON810 in Europe until the European Commission announces its decision,” stated Greenpeace.

The GM Freeze campaign welcomed Monsanto’s announcement that it is withdrawing pending applications to cultivate GM crops in the European Union but said this is not the end of Europe’s GM story. GM Freeze pointed out that Monsanto’s GM crops will still be imported into the EU, primarily for use in animal feed and biofuels, so the damage to ecosystems and human health caused by GM will continue elsewhere. The lack of labels on meat, eggs, dairy products and fish produced using GM feed means that Europe’s reliance on GM is hidden from consumers so they cannot easily avoid buying GM-fed products. Food companies should meet the clear demand for entirely non-GM foods by labelling those produced without GM, as is done successfully by many companies in Germany, Austria and France.

In tiresomely typical contrast, the government of the United Kingdom is to push the European Union to ease restrictions limiting the use of GM crops in the human food chain, reported The Independent. Britain’s Environment Secretary Owen Paterson is next week due to announce a UK government drive to increase Britain’s cultivation of GM foods! The newspaper said Britain’s ministers are hopeful of building support in Brussels for a change of heart on GM, with Germany seen as a key swing voter. The government of Britain’s craven attempts to relax the rules will face opposition from countries like Poland which in April became the eighth EU member state to ban the cultivation of GM crops.

Forgetting their ‘commitments’ to get GM out of their supply chains, big British food retailers – Sainsbury’s, Marks & Spencer and Tesco – have gone in the opposite direction. Sainsbury’s and Marks & Spencer have joined Monsanto, Cargill and Nestle on the absurd Roundtable on Responsible Soy, a group that has been condemned by organisations around the world as a greenwash of existing bad practice in industrial soya monoculture. The Roundtable ‘certifies’ (judge and jury) GM soya as “responsible” despite growing evidence of adverse health, environmental and socioeconomic impacts in producer countries. Tesco is now backing GM soya production in South America, where it is grown in huge monocultures sprayed frequently with Roundup to the detriment of people and ecosystems there.

It is looking like a good start to a year in which GM foods and GM crops can be further purged from our fields, shops and pantries. Through 2012 November and December, there were reports from the continents of Africa and South America that such crops and seeds were either being banned or that decisions concerning their use were being discussed, and pending those decisions the use of these crops and seeds would not be permitted.

Writing in The Guardian, John Vidal has barracked the UK government’s enthusiasm for GM and has said this enthusiasm (in Britain’s official, corporatised, retailed decision-making circles) is not matched in developing nations. Vidal has written: “Across the world, countries are turning their backs on GM crops; perhaps the coalition in the UK could learn something from them”.

What is remarkable, Vidal’s article has said, “is not that GM crops have, after 20 years and so much money spent, now reached 19 out of more than 150 developing countries, but that most nations have managed to keep out a rapacious industry, and that only a handful of GM food commodity crops like oilseed rape, soya and maize are still grown, mainly for animals and biofuels”. Well, yes and sadly a bit of ‘no’ too.

Although Vidal is right about the more rapacious elements of the GM/GE/DNA-manipulation industry (aren’t they all that way though?) may have been kept out of direct markets, the arguments about labelling and about monitoring (independently, which needs civic capacity, which is hardly there in the South, for instance in India) are taking place while food with GM material can be found on shop shelves. Cottonseed oil for example, which is pressed out of GM cotton, is said to be used as an alternative to other edible oils for cooking.

There’s no doubt left whatsoever that the role of genetically modified food in our food chain is a highly contested political issues. In a long, carefully argued and copiously referenced article, the Soil Association’s Peter Melchett dismantles the pro-GM lobby’s staking of the ‘scientific high-ground’. In the essay, intriguingly titled ‘The pro-GM lobby’s seven sins against science’, Melchett has said this lobby has been good at “simultaneously positioning itself as the voice of reason and progress, while painting its opponents as unsophisticated ‘anti-science’ luddites, whose arguments are full of dogma and emotion, but lack scientific rigour”.

Powerful forces in Western society have been promoting genetic engineering (now usually genetic modification – GM) in agricultural crops since the mid-1990s, Melchett has written. I would have added that these “powerful forces” are in no small measure aided and abetted by potentially more powerful forces in the countries of the South (like India) that are interested in the same – vast and detailed control over the cultivation of primary crop and the consumption of industrially processed and retailed food.

These forces, Melchett has written, “have included many governments, in particular those of the USA and UK, powerful individual politicians like George Bush and Tony Blair, scientific bodies like the UK’s Royal Society, research councils, successive UK Government chief scientists, many individual scientists, and companies selling GM products”. They have ignored the views of citizens, he has added, and most sales of GM food have relied on secrecy – denying consumers information on what they are buying. Very true. If there is ignorance to be found in the ‘western’ consumer (let us say the consumer in the western European OECD countries) concerning GM foods and GM crops, then the ignorance quotient is far higher in the consumers of let’s say the BRICS and ASEAN countries – which of course works to the advantage of the alliance of powerful forces.

Despite the efforts of the ag-biotech, industrial agriculture and processed and retailed food sector worldwide (with its dense financial and political inter-linkages), there are 20 states in the USA which are currently embroiled in fierce battles over GM labelling, strenuously opposed by the GM combine. GM cotton is widely grown in India and China, but GM foods are largely limited to the USA and South America. Brazil grows 29 million hectares of GM soy and maize, and Argentina slightly less, but Mexico has delayed the introduction of GM maize until this year, Peru has approved a 10-year moratorium on the import and cultivation of GM seeds, and Bolivia has committed to giving up growing all GM crops by 2015. In Central America Costa Rica is expected to reject an application from a Monsanto subsidiary to grow GM corn.

Meagre morsels: the food crisis of 2012

1. The Dawn of Pakistan has reported that “a global race for grain trading power is putting more of the world’s vital cereals in the hands of fewer companies, with a string of recent acquisitions raising fears that consumers will pay even more for their food, while farmers are squeezed”. The report said that Archer Daniels Midland last week bid for Australia’s last independent grain handler GrainCorp, the latest in a series of moves by grain trading heavyweights to grab a larger slice of a booming market as developing economies seek food security.

2. Nobel Prize winner Octavio Paz acutely observed that the invention of corn by the Mexicans is only comparable to the invention of fire by the early humans, according to this report from Voxxi. “From the inedible grass of the teocintle or teosinte, ancient Mexicans created modern corn, which was spread across Mesoamerica and eventually around the world.” The report said that the 60 or so breeds and the thousands of different varieties native to Mexico act as a genetic reservoir and a crucially important strategic good in terms of the global food supply and economy.

3. “Hunger and revolutions have always gone hand-in-hand, of course — the latter is what happens when you let them eat cake but the people have no bread,” explained this blog on Reuters. But at which point do prices pass the point of no return? Their research has found that food riots are most likely to occur when the FAO Food Price Index rises above 210. “Recognising the dangers of food speculation, six European banks – including Commerzbank, Germany’s second largest – this summer removed agricultural products from their commodity funds altogether. Wall Street, however, has not been so accommodating.”

4. Food security levels declined in 98 out of 105 countries between June and September because of rising food prices, according to updated data from the Economist Intelligence Unit and reported by Bloomberg Businessweek. The score for affordability of food dropped to 50.5 on a scale of 100 from 53.2 previously, an EIU researcher told the business magazine. Hungary, Brazil, Argentina and Russia had the biggest drops in affordability of food on a combination of economic weakness and inflation, the unit wrote. Global food prices have advanced 7.7 percent from June, according to the EIU. Among the most undernourished countries, the biggest drops in food affordability were recorded in South Africa, the Dominican Republic, Guatemala and Botswana, according to the report.

5. The countries with the highest burden of under-nutrition, responsible for as many as 2.6 million child deaths a year, are the most exposed to food price spikes, reported The Guardian. They tend to be net importers of food, and have citizens who spend 30-60% of their income on food. When prices go up, poor people take their children out of school and prioritise foods that provide energy over nutrition. A relatively short spike can have long-term effects on the development and potential of children.

In August 2012, three of the eight “livelihood zones” in Burundi – around 200,000 people – were found to be at a “crisis” level of food security, or Phase 3 in the Integrated Food Security Phase Classification scale, said this All Africa report. This was variously due to recurrent drought, plant disease, poverty, lack of drinking water and land scarcity. Most of the rest of the country is in Phase 2 – also classified as “stressed” – with a risk of falling into Phase 3 “at the slightest shock”, such as flooding or hailstorms, according to Isaac Nzitunga of the Ministry of Agriculture. More than 60 percent of the population in the tiny, densely populated central African state, one still recovering from a 1993-2005 civil war which killed some 300,000 people and uprooted more than a million others, is at risk of food insecurity. Some 58 percent of children are chronically malnourished, which means their physical and intellectual development is seriously threatened.

The International Grains Council (IGC) has released its grains market report for February 2012. In its market commentary, which is a cogent 250-word summation of 1,840 million tons of produce and where it will go, the IGC has said:

Grain and oilseed markets mostly strengthened in the past month, the IGC daily index (GOI) up 6% to near four-month highs. The upturn reflected concerns in early February about maize and soyabean crops in South America, as well as the impact of the recent severe cold spell in parts of Europe and the CIS.  Moreover, after a very high rate of shipments from the Black Sea region in the first half of the season, sales activity declined, with US grain, in particular, attracting much more buying interest.

Wheat export prices in Europe climbed by some 8%, in somewhat tighter markets, with reports of logistical problems and possible future export restrictions in the Black Sea region (though denied), seen as potentially bullish. However, global supplies appear ample, with the likelihood that a portion of upcoming large South Asian wheat harvests will be offered for export. US maize (corn) values remained firm, supported by reports of crop losses in South America and active export interest for remaining old crop supplies, although forecasts of a further rise in US plantings this spring added a bearish element.

Oilseed prices rallied strongly in the past month, reflecting worries about the final outcome of soyabean crops in Argentina and Brazil, good demand for US supplies, including a new trade deal with China, and rising crude oil values. International rice market trends were more mixed, with Thai prices supported by domestic support measures but those in Vietnam, especially broken grades, easing to compete with South Asian offers.

The IGC’s sectoral advice is:

Grains: The world production estimate is lifted by 11m. tons, to 1,841m., largely because of upward revisions in Australia, Kazakhstan, Ukraine, India and Brazil, the latter because losses of its main maize crop will likely be more than compensated by a larger second crop. These upward revisions outweigh a reduced maize figure for Argentina. To an extent, the forecast of world consumption is adjusted higher to reflect the bigger crop estimates, with total use of grains placed 5m. tons above the January forecast, at 1,836m. The change is mainly for feed use, now put at 775m. tons, 4m. more than before and 4% higher than in 2010-11.

Of particular interest is the marked slowdown in the annual increase in industrial use, expected to rise by only 2% this year, with ethanol use of maize in the US set to recede slightly from its peak in 2011. While the latest statistical forecasts of supply and demand suggest that, nominally, global carryover stocks will rise slightly in 2011-12 from last year’s low figure, to 378m. tons (373m.), the total carryover in the eight major grain* exporters is still expected to dip by 6m. tons, to 131m., the smallest figure since 2007-08.

Wheat: A further increase in the global wheat production estimate for 2011-12, to 695m. tons (653m.), boosts total availabilities to 892m., their highest ever. Projected food and industrial consumption are both revised lower this month, but attractive prices, particularly compared with maize, lift the forecast of feed use by 2m. tons, to 131m. (115m.), the most since the early 1990s. Strong feed wheat demand is reflected in the global trade figure, helping to lift total wheat trade to match the 2008-09 peak, at 136.8m. tons (125.7m.). Even though total consumption is growing at a faster than average pace, world stocks are projected to rise to 211m. tons (196m.), eclipsing the previous record in 1999-00.

Maize (Corn): Maize production in 2011-12 is expected to increase by 4%, to a record 864m. tons. The US crop, while disappointing, was slightly above average, and bumper harvests were collected in China, Ukraine and the EU. A severe drought has reduced yield prospects in South America, especially in Argentina, but Brazil remains on track to produce a record crop. Improved supplies in some countries are boosting consumption, with overall use forecast at a record high. Feed use of maize is expected to increase at a faster than average pace but, with US ethanol production likely to decline slightly, the rise in industrial demand will be below trend. With demand outpacing the increase in supplies, ending stocks are forecast to tighten further, including in the US. Amid solid buying by a number of importers, world trade is forecast to rise to a four-year high.

Barley: Better than expected 2011-12 harvest results, including in Argentina and Australia, lift the estimate of world barley production by 1.1m. tons compared with last month, to 134.7m. World consumption is expected to remain steady, contained by uncompetitive prices in the feed sector, especially in the EU, and by sluggish growth in brewing demand. While higher than previously forecast, carryover stocks are set to remain tight, particularly in the EU and North America. The projection of world trade is raised by 1.2m. tons, to a three-year high of 17.8m., with a steep upturn in buying by Saudi Arabia.

Rice: Due to increases in Asia’s biggest producers, China and India, global rice output is projected to rise by 3% in 2011-12, to 463m. tons. The record outturn will be accompanied by a further expansion in demand, to 460m. tons (449m.), but the 2011-12 carryover is still expected to increase by 4%, to 99m. Much of the forecast rise in global stocks will be due to increases in the major exporters, notably in India and Thailand, seen 14% higher, at a record 32.7m. tons. World trade in 2012 is forecast to contract by 7%, to 32.2m. tons, owing to significantly reduced purchases by key Asian buyers, including Bangladesh and Indonesia.

World agri estimates 2012 February – 692 mt of wheat, 462 mt of rice

The World Agricultural Supply and Demand Estimates (WASDE) for 2012 February have been released by the United States Department of Agriculture (USDA, through its Economic Research Service of the Foreign Agricultural Service).

Here are the important numbers: total wheat production 692.88 mt, total wheat exports 140.25 mt (of which 26.54 mt is US, the former Soviet Union countries (12) is 35.21 mt); total coarse grains production 1,142.19 mt (coarse grains include corn, sorghum, barley, oats, rye, millet, and mixed grains), total coarse grains exports is 119.81 mt; total world corn production is 864.11 mt; total world rice production is 462.75 mt.

Here is what WASDE has said about global wheat, coarse grains and rice:

Wheat – Global wheat supplies for 2011-12 are projected 2.1 million tons higher with larger beginning stocks in Kazakhstan and increased production for India, Kazakhstan, and Morocco. Kazakhstan beginning stocks are raised 0.6 million tons with reduced domestic consumption for 2010-11. India production for 2011-12 is increased 0.9 million tons reflecting the latest government revisions, which increased yields for the crop that was harvested last spring. Kazakhstan production is raised 0.2 million tons based on the recent official estimate. Production for Morocco is raised 0.2 million tons also on official revisions to estimated yields in a crop that was harvested several months ago.

Global trade is raised slightly for 2011-12 with world imports increased 0.7 million tons. Small increases in imports are made for Saudi Arabia, Mexico, Chile, and Ethiopia. Export reductions for Ukraine, Canada, and India are more than offset by increases for Russia, the United States, Argentina, and Brazil. Global wheat consumption is reduced 1.0 million tons mostly reflecting a 1.6-million-ton reduction in India food use. Partly offsetting are small increases in food use for Australia, Chile, Ethiopia, and Kazakhstan. Global wheat feeding is nearly unchanged with a 1.0-million-ton reduction for Kazakhstan offset by increases for Ukraine, Saudi Arabia, Canada, and Mexico. Global ending stocks for 2011-12 are raised 3.1 million tons to a record 213.1 million. As projected, 2011-12 global wheat stocks would be 2.4 million tons higher than the previous record in 1999-2000.

Coarse grain – Global coarse grain supplies for 2011-12 are projected 3.1 million tons lower mostly reflecting reduced corn production prospects in Argentina and, to a lesser extent, Paraguay. Argentina corn production is lowered 4.0 million tons to 22 million as field reports confirm that high temperatures and extensive dryness during pollination in late December and early January resulted in irreversible damage to early corn in the central growing region. Late planted corn, which has been on the increase in recent years, will help offset some of the earlier losses, but additional rainfall is needed to stabilize production prospects. Corn production is lowered 0.4 million tons for adjacent Paraguay where hot, dry weather also reduced area and yields. Partly offsetting are small corn production increases for EU-27 and the Philippines. Global barley production is raised with Argentina production up 0.7 million tons on higher reported area and yields for the crop that was harvested during late 2011.

Global coarse grain trade for 2011-12 is raised with higher corn imports for EU-27 and higher barley imports for Saudi Arabia, EU-27, and Jordan. Partly offsetting is a reduction in corn imports for Canada. Higher corn exports for a number of countries offset a 4.5-million-ton reduction for Argentina. Along with the projected increase for the United States, corn exports are raised 2.0 million tons for Ukraine, 0.5 million tons each for Brazil and EU-27, and 0.2 million tons for Russia. Barley exports are lowered 1.0 million tons for Ukraine, but raised 0.7 million tons for Russia, 0.5 million tons for Argentina, and 0.3 million tons each for Canada, EU-27, and Kazakhstan.

Global coarse grain consumption for 2011-12 is raised slightly with higher barley feeding in Ukraine and Jordan and higher corn feeding in Argentina and Ukraine. Corn feeding, however, is lowered for Canada and barley feeding is lowered for Kazakhstan and Saudi Arabia. Saudi Arabia is expected to rebuild stocks as world barley production has rebounded from a 40-year low in 2010-11. Global coarse grain ending stocks for 2011-12 are lowered, with a 2.8-million-ton reduction in corn stocks and a 0.6-million-ton reduction in barley stocks. At the projected 125.4 million tons, global corn ending stocks would be the lowest since 2006-07.

Rice – Global 2011-12 projections of rice production, consumption, trade and ending stocks are raised from last month. The increase in the global rice production forecast is due mostly to increases for India and the Philippines, which are partially offset by reductions for Brazil, Egypt, Argentina, and the United States. The U.S. rice crop (milled equivalent basis) is lowered slightly resulting entirely from the decrease in the average milling yield. India’s rice crop is forecast at a record 102 million tons, up 2 million from last month due to an increase in both harvested area and yield. According to the U.S. agricultural counselor in New Delhi, favorable 2011 monsoon rains coupled with overall good weather conditions in the major rice producing areas supported higher kharif rice acreage and productivity.

The Brazil rice crop is lowered 340,000 tons due to the effects of drought in Rio Grande do Sul, an important rice producing State. Global exports are raised by 1.4 million tons, primarily due to an increase for India and Egypt, which are partially offset by reductions for Thailand, Vietnam, and the United States. Forecast India exports are raised 2 million tons to a record 6.5 million tons, while exports for Thailand and Vietnam are lowered 500,000 and 200,000 tons, respectively. Forecast imports are sharply raised for Egypt based on information from the agricultural counselor in Cairo. Global ending stocks are up slightly from last month to 100.1 million tons mainly due to an increase for the Philippines.

Grains till 2016-17: the IGC speaks

The International Grains Council (IGC) has prepared a summary of projections for grains and cereals. The IGC Secretariat has said of its work that “the figures represent the Secretariat’s view of the general development of the global grains economy in the period to 2016-17, taking into account a number of broad assumptions”.

These include assumed trends in population growth, prices, developments in agriculture and trade policy, as well as prospects for the global economy. “The latter have become increasingly uncertain over the past year”, the IGC Secretariat has said. The IGC has added the proviso that these estimates and the forecast derived from them are subject to risk, and this analysis assumes that current economic problems do not worsen. Here are the sections:

Total Grains
* World grains production in 2016-17 is projected to reach 1.98bn tons, a 158m. increase (+9%) compared with 2011-12; wheat output is forecast to rise by 30m. (4%) and maize by 94m. (11%).
* Despite heightened economic uncertainty, the analysis assumes any slowdown in global economic growth will be temporary and increasing prosperity will boost grains consumption, particularly for feed and industrial uses. Feed use is expected to rise at a slightly faster pace than in recent years, while increases in industrial use will slow from the very rapid rates in the past decade. Diversifying diets, particularly in favour of livestock products, will slow the rise in direct use of grains for human food. Total grains consumption is projected at 1.98bn. tons in 2016-17 (1.83bn. in 2011-12), including 659m. (630m.) for human food, 846m. (769m.) for feed and 343m. (302m.) for industrial uses.

World grains stocks are forecast to show little change in the medium term and are set to remain relatively tight, especially for maize. At the end of 2016-17, world grain carryover stocks are projected at 354m. tons (compared with 360m. at the end of 2011-12), including 118m. (123m.) of maize, 196m. (202m.) of wheat and 26m. (23m.) of barley.
* World grains trade is projected to increase by about 2% per year, to 273m. tons in 2016-17, with wheat and maize rising to new records. Increasing demand for wheat-based foods will lift wheat import needs in Africa and Asia. Imports of maize for feed will rise, especially in Pacific Asia, with China seen as a more regular buyer.

Wheat
* Increases in world wheat production in the five years ending 2016 are expected to be broadly matched by use, and global stocks are expected to be maintained at close to recent levels.
* Planting decisions will be influenced by likely attractive prices for alternative crops, especially maize and oilseeds. Nevertheless, some rise in global wheat area is anticipated, led by gains in the CIS. After a relatively sharp increase of 1.6% in 2012-13, including a recovery in North America, global areas are projected to expand by around 0.4% annually. Taking into account slightly increased average yields over the period, world wheat production is projected to reach a record 714m. tons in 2016-17, representing an increase of 30m. compared with the estimate for 2011.
* World wheat consumption is projected to grow by 1.1% annually, close to the long-term average, reaching 716m. tons in 2016-17, up by 39m. compared with 2011-12. A continued increase in human food use accounts for half the rise, driven by expanding demand in developing countries. At 0.8% per year, the average annual increase is only slightly slower than the longer-term trend of 1.0%. Increases in world feed use mainly reflect a tight S&D outlook for maize and expectations that the cost of wheat will be more attractive than maize at times. Gains in industrial use are expected to accelerate, particularly for biofuels, although overall amounts will remain small relative to total consumption.
* World wheat carryover stocks are projected to stay relatively ample in the next five years, receding only slightly, to 196m. tons. Those in the eight major exporters are projected to show an initial rise, but then fall back to about the same level as currently.
* World wheat trade to 2016-17 is forecast to increase by around 2% per year, reaching a fresh record of 138m. tons. Increases in milling wheat trade will be sustained by rising demand in developing countries in Asia and Africa, while feed wheat may show some further gains if import costs are competitive with maize.

Rice
* Only a modest expansion in the global paddy (rice) area is forecast in the five years to 2016-17, with the average year-on-year increase projected at just 0.3% (compared to an average of 0.7% in the prior five-year period). To some extent, this reflects an expected contraction in China’s sowings, amid a continued shift to diets that are richer in protein. Taking into account slightly reduced average yield gains, global rice production (milled basis) is projected to increase by 23m. tons, to 482m. by 2016-17, an annual average growth rate of 1%.
* Global rice consumption is projected to reach 482m. tons by 2016-17, up by 25m. from 2011-12. At 1.1%, average growth, while broadly in line with the global population trend, will be lower than in previous years. This is due to a forecast contraction in China, as well as more moderate growth in other parts of Asia. Elsewhere, sub-Saharan Africa is expected to be one of the fastest growing regional markets, the result of a rising population and a shift away from traditional, locally-grown cereals.
* The world rice carryover is projected to rise only slightly over the next five years, to 103m. tons. In the five major exporters, stocks are expected to initially increase – centred on inventory accumulation in India and Thailand – before edging slightly lower. Their share of the world total will average around one-third through to 2016-17.
* Global rice trade is projected to expand by nearly 3% annually, to 37.2m. tons by 2017, broadly in line with maize but comfortably exceeding the year-to-year rise in wheat. Growth will be underpinned by larger shipments to Far East Asia, especially the Philippines, and sub-Saharan Africa. The latter sub-region will remain heavily dependent on imports to meet domestic requirements; their share of total consumption is forecast to average 45%.

Maize (Corn)
* The supply and demand for maize (corn) is projected to remain tight, with world inventories projected to drop to historically low levels.
* With firm global demand and generally tight availabilities expected to support world prices, maize plantings are projected to remain high across the forecast period. Increases in area and improvements in yields, especially in the US, Latin America and China, result in large consecutive crops. World maize production is forecast to increase to 949m. tons in 2016-17, some 94m. higher than the estimate for 2011.
* Global maize consumption is projected to rise to 949m. tons in 2016-17, up by 86m. from 2011-12. Growth in use is forecast to decelerate, mainly due to slowing industrial demand. With use for ethanol in the US levelling out, industrial consumption is projected to rise by 2% annually, compared to 12% in the last five years. Despite high prices, rising meat demand in developing countries will lift feed maize consumption by around 2% per year. Population growth, rising per capita incomes and changing dietary preferences are expected to boost meat consumption in parts of Asia, Latin America and Africa.
* World closing stocks are expected to tighten but, with supply and demand seen broadly in balance towards the end of the forecast period, the projected 2016-17 carryover of 118m. tons would only be 5m. below that at the end of 2011-12. US ending stocks are forecast to increase from recent lows, but China’s will decline.

IGC’s 2011 wrap-up – Eurozone crisis has affected crops, barring rice

The International Grains Council has released its grain market report for November 2011. As this will be the IGC’s last report for the year, grain traders in the major exporting countries and buying countries will use this as their end-2011 reference. Here are the main forecasts by the IGC for major crops:

Market commentary – After showing some strength in early November, global grain export prices were again in retreat, though with rice once more the exception. Overall, IGC’s GOI index fell by 16 points, or 6%, to a 13-month low. The recent market downturn can be partly ascribed to bearishly perceived market fundamentals, as harvests neared completion in the northern hemisphere and work started south of the equator. But it was also in reaction to deepening financial uncertainties, notably in Europe, affecting nearly all commodities. Heavy supplies of wheat amid strong export competition, including from new crop grain out of Argentina and Australia, mostly reduced fob values by between $20 and $30 over the past month, narrowing the gap with Black Sea quotations.

Despite initial support from US cash markets and a smaller official crop estimate, CME maize futures in Chicago saw major speculative selling, partly due to increased competition from other exporters but with sentiment considerably dented by worries about the global financial crisis and the collapse of a major brokerage firm. Similar pressures were evident in oilseed markets, led by a decline in US soyabeans, values of which dipped to their lowest since October 2010. As measured by IGC’s sub-index for rice, export prices of this cereal remained firm in the past month: within this measure, quotations in Thailand saw further gains, attributed to the country’s severe floods, while those in Vietnam and South Asia weakened.

Grains – Reduced grain crop estimates for some major producers, including for maize in the US, are only partly offset by increases in the CIS and elsewhere, trimming the global production total for 2011-12 by 3m. tons from October, to 1,816m. This would still represent an increase of 64m. tons over last year, largely due to sizeable recoveries in output in Russia, Ukraine and Kazakhstan. Production of all crops except sorghum will rise this year, with the biggest increases in wheat and maize. Southern hemisphere prospects remain favourable, with rains in South America and Australia mostly boosting yield expectations for wheat and helpful for plantings of maize and sorghum. Consumption of grains will also increase in 2011-12, especially in the feed sector, including a marked rebound in Russia after the previous year’s drought.

At 1,826m. tons, world use is expected to show a rise of 2.2% from the previous year. However, a feature this year will be the marked slowdown in the expansion of industrial use, set to rise by only 1.7%, to 303m. tons. Within this figure, the use of grains in fuel ethanol, which has displayed huge growth in the past decade, is expected to stay close to last year’s 147m. tons, assuming the use of maize for this purpose in the US declines slightly. With the reduction in the global grain crop estimate largely balanced by an upward adjustment in the opening stocks figure and a slight cut in the use forecast, the projection of world carryover stocks is unchanged from last month, at 360m. tons.

However, the total for the eight major exporters is trimmed by 3m. tons, largely because of a reduced stocks projection in the EU. World trade in grains in 2011-12 (July-June) is expected to climb by 11m. tons to a record 254m., 4m. more than forecast previously, reflecting larger than anticipated wheat purchases after this season’s marked upturn in medium and lower grade supplies, especially from the Black Sea region, whose total grain shipments are set to total 55m. tons, up from only 22m. last year.

Wheat – The second largest world wheat crop ever and ample carry-in stocks from last year, have sharply boosted global availabilities in 2011-12. While use is rising at a faster than normal pace, world stocks at the end of the season are still expected to climb to their highest level in a decade. Compared with last month, the estimate of world production is 1m. tons lower, at 683m., including a slight downward revision in the US, where the spring wheat crop was even smaller than expected.

Stronger than previously projected feed use adds another 2m. tons to the global consumption forecast, at 679m., boosting the annual percentage increase to about three times the longer-term trend. Because of the increased demand figure, the forecast of global carryover stocks is 2m. tons lower than last month, at 200m., but these would still be the largest since 2001-02. The world trade forecast is lifted by 3m. tons from before to nearly 135m., only slightly below the 2008-09 record. Rather than reflecting a supply shortfall in any one country or region (as it did in 2008-09, when Iran’s imports were higher than usual), import demand appears strong in a wide range of countries, aided by competitive pricing in the major exporters, especially for lower and medium grades.

Maize (corn) – While the US crop was slightly smaller than last year’s, larger outturns elsewhere are expected to lift world maize production to a new record of 853m. tons (826m.). With harvests in North America and Europe entering their final stages, attention is switching to the southern hemisphere, where farmers in Argentina, Brazil and South Africa are set to plant more maize than in 2010-11. Due to strong competition from feed-grade wheat and projected sluggish growth in industrial demand, world use is forecast to increase at a slower than average pace. However, with the total still expected to exceed output, 2011-12 ending stocks are forecast to fall to a five-year low. Trade in the year to June 2012 is forecast to increase by 1% due to strong demand from buyers in parts of Latin America, Asia and North Africa.

Rice – Flooding in parts of Asia has negatively affected crop prospects in some key exporters. Nevertheless, bigger outturns in China and India are expected to lift global production by 2% in 2011-12, to a record 459m. tons. Total rice use is also forecast to expand by 2%, with a further small increase projected in the global carryover, to 100m. tons (98m.). Within the total, inventories in the five major exporters are forecast to increase by 8%, to an all-time peak of 32m. tons. World trade in calendar 2012 is forecast to contract by 0.8m.tons, to 32.5m., on reduced imports by Far East Asia, especially by Bangladesh and Indonesia.

World crop estimates 2011 November – more wheat, China corn, less rice

The November data and major crop summaries from the World Agricultural Supply and Demand Estimates (WASDE, US Department of Agriculture, Economic Research Service) are out today. Here are the highlights:

Wheat – Global wheat supplies for 2011-12 are projected 2.6 million tons higher mostly reflecting higher production in Kazakhstan and EU-27. Kazakhstan production is raised 2.0 million tons as an extended harvest period capped off a nearly ideal growing season, confirmed by the latest government reports. EU-27 production is raised 1.2 million tons with further upward revisions for France and Spain and higher reported production in the United Kingdom and Czech Republic. Partly offsetting these increases is a 0.5-million-ton reduction for Argentina and 0.3-million-ton reductions for both Algeria and Ethiopia.

World wheat trade is raised for 2011-12 with higher expected imports for China, a number of African countries, including Morocco and Algeria, as well as for Brazil and several FSU-12 countries neighboring Kazakhstan. Partly offsetting is a reduction in projected imports for South Korea where more corn feeding is expected. Exports are raised 1.0 million tons each for EU-27 and Russia reflecting larger supplies in EU-27 and the continued heavy pace of shipments from Russia.

Global wheat consumption for 2011-12 is raised 2.4 million tons with increased feeding expected for Kazakhstan, Brazil, and Serbia. Larger crops in Kazakhstan and Serbia support more wheat feeding. Recent rains in southern Brazil have reduced wheat quality in some areas raising the potential for more feeding. Higher consumption is also expected for EU-27, Ethiopia, Kenya, and several smaller FSU-12 countries. Global ending stocks are projected 0.2 million tons higher. Rising stocks in Kazakhstan, China, and Morocco are partly offset by reductions in major exporting countries including Russia, Argentina, and EU-27.

Coarse grain – Global coarse grain supplies for 2011-12 are projected slightly lower with reduced U.S. corn production and lower EU-27 rye production more than offsetting higher Argentina sorghum production, higher EU-27 corn, barley, oats production, and higher Kazakhstan barley production. Corn production is lowered for a number of countries with the biggest reduction for Mexico where production is lowered 3.5 million tons. A late start to the summer rainy season and an early September freeze in parts of the southern plateau corn belt reduced yields for Mexico’s summer crop. Lower expected area for the winter crop, which will be planted in November and December, also reduces 2011-12 corn production prospects. Reservoir levels are well below those necessary to sustain a normal seasonal draw down in the northwestern corn areas which normally account for 70 to 80 percent of Mexico’s winter corn crop.

Increases in 2011-12 corn production for a number of countries partly offset reductions in Mexico, the United States, and Serbia. Corn production is raised 2.5 million tons for China with increases in both area and yields in line with the latest indications from the China National Grain and Oils Information Center. EU-27 corn production is raised 1.9 million tons mostly reflecting higher reported output in France, Romania, and Austria. Argentina production is raised 1.5 million tons with higher expected area. FSU-12 production is raised 0.7 million tons with higher reported yields in Belarus and Russia. There are also a number of production changes this month to corn and sorghum production in Sub-Saharan Africa which reduce coarse grain production for the region.

World coarse grain trade for 2011-12 is raised with increased global imports and exports of barley and corn. Barley imports are raised for Algeria, Saudi Arabia, and Jordan with exports increased for EU-27 and Russia. Corn imports are increased for China, Mexico, and South Korea. Higher expected corn exports from Argentina and EU-27 support these increases. Higher sorghum exports from Argentina offset the reduction in expected U.S. sorghum shipments. Global corn consumption is mostly unchanged with higher industrial use and feeding in China and higher corn feeding in EU-27 and South Korea offsetting reductions in Mexico and the United States. Global corn ending stocks are projected 1.6 million tons lower with reductions in EU-27, Mexico, Brazil, and the United States outweighing increases for China and Argentina.

RiceGlobal 2011-12 rice supply and use are lowered from a month ago. World 2011-12 production is forecast at a record 461.0 million tons, down 0.4 million from last month due mainly to decreases for Burma, Cambodia, Laos, and Thailand, which are partially offset by an increase for China. Thailand’s 2011-12 rice crop is lowered nearly a million tons as losses in the main-season crop from recent flooding are partially offset by an expected re-planting of some of the main season crop in the Northern Region along with an expected record dry-season crop. Flooding also lowered crop prospects in Burma, Cambodia, and Laos. China’s 2011-12 crop is raised 2.0 million tons to a record 141.0 million, due to an increase in harvested area. Harvested area is increased based on recent indications from the government of China. The increase in global consumption is due mostly to an increase for China. Global exports are lowered slightly due to reductions for Burma and Cambodia, which are partially offset by increases for Argentina and Brazil. Global ending stocks for 2011-12 are projected at 100.6 million tons, down 0.8 million from last month, but an increase of 2.6 million from the previous year.

Agricultural supply and demand estimates show impact of US heatwave

The heatwave of mid-2011 is reflected in the latest World Agricultural Demand and Supply Estimates (WASDE), from the US Department of Agriculture, for 2011 September. The numbers and the accompanying commentary show just how badly this year’s scorching temperatures and insufficient rainfall has affected the outlook for corn, soybeans and cotton, as Worldcrops has observed.

Worldcrops has said that the most serious supply-demand tightness of these three agricommodities will be felt in corn, with a stocks-to-use ratio by the end of August 2012 now put at 5.3%. The national average yield in the US is forecast to be 148.1 bushels/acre, 4.9 bushels less than last month’s report and a massive 16.6 bushels below the record set in 2009-2010. Nevertheless this would still be the third biggest crop ever.

The USDA has slashed projected corn use for 2011-2012 by 100 million bushels – but only cut expected corn-for-ethanol usage by a meagre 50 million bushels. By August next year the US ending stocks will be, according to the report, 672 million bushels. That’s a drop in the bucket and by rights – and barring a global macroeconomic disaster – we ought to see $8/bushel corn futures sooner rather than later. Not least because the later the corn matures in the ground, the greater the risk of early frost damage.

We turn to the WASDE 2011 September commentary direct:

Wheat – Global wheat supplies for 2011-12 are projected 7.6 million tons higher mostly on larger beginning stocks in Canada and increased production for Canada, EU-27, and Ukraine. Beginning stocks for Canada are raised 1.3 million tons and production is raised 2.5 million tons, both reflecting the latest estimates from Statistics Canada. EU-27 production is raised 2.3 million tons with increases for Germany, Romania, France, Spain, and Bulgaria as harvest reports and revisions to official estimates continue to indicate higher yields. Production for Ukraine is raised 1.0 million tons based on the latest harvest reports. Other smaller production changes include 0.2-million-ton increases for both Brazil and Morocco, and a 0.2-million-ton reduction for Uzbekistan.

World wheat trade is raised slightly for 2011-12 with increased imports projected for the United States and Uzbekistan. Global exports are also raised as higher expected shipments from Canada and EU-27 more than offset reductions for the United States and Turkey. Global wheat consumption is increased 1.9 million tons with higher expected wheat feeding in Canada, China, Morocco, and Turkey more than offsetting a reduction for Russia. World wheat ending stocks for 2011-12 are projected 5.7 million tons higher at 194.6 million. At this level, global stocks would be up from 2010-11 and the second largest in the past decade.

Coarse grain – U.S. feed grain supplies for 2011-12 are projected lower this month with reduced corn production as summer heat and dryness continue to be reflected in survey-based yield forecasts. Corn production for 2011-12 is forecast 417 million bushels lower with expected yields down from last month across most of the Corn Belt. The national average corn yield is forecast at 148.1 bushels per acre, down 4.9 bushels from August and 16.6 bushels below the 2009-10 record. As forecast, this year’s yield would be the lowest since 2005-06. Despite the lower yield, production is forecast to be the third highest ever with the second highest planted area since 1944. Total corn supplies for 2011-12 are lowered 442 million bushels with a 20-million-bushel reduction in carryin and a 5-million-bushel reduction in expected imports. Beginning stocks for 2011-12 drop with small increases in 2010-11 exports and use for sweeteners reflecting the latest available data. lmports for 2011-12 are reduced with the smaller forecast corn crop in Canada. Supplies for 2011-12 are projected to be the lowest since 2006-07.

Total corn use for 2011-12 is projected 400 million bushels lower with tighter supplies. Projected feed and residual use is reduced 200 million bushels mostly reflecting lower expected residual disappearance with the smaller forecast crop. Corn use for ethanol is projected 100 million bushels lower with higher expected corn prices and continued weakening in the outlook for U.S. gasoline consumption as forecast by the Energy Information Administration. Corn exports for 2011-12 are projected 100 million bushels lower with increased supplies and exports expected from Ukraine, Argentina, and Brazil. U.S. ending stocks are projected 42 million bushels lower at 672 million. The stocks-to-use ratio is projected at 5.3 percent, compared with last month’s projection of 5.4 percent. The season-average farm price is projected 30 cents per bushel higher on both ends of the range to a record $6.50 to $7.50 per bushel.

Global coarse grain supplies for 2011-12 are projected 3.1 million tons lower with larger barley, sorghum, millet, and oats supplies only partly offsetting the reduction for corn driven by the U.S. changes. Global corn supplies are reduced 4.5 million tons as increases in foreign beginning stocks and production partly offset the reduction in U.S. supplies. Projected global corn production for 2011-12 is lowered 5.9 million tons as a 4.8-million-ton increase in expected foreign output is outweighed by the 10.6-million-ton U.S. reduction. Brazil and Argentina production for 2011-12 are raised 4.0 million tons and 1.5 million tons, respectively, on higher expected area with rising returns for corn in both countries. Ukraine corn production is raised 1.5 million tons based on indications for higher yields. Production is raised 1.0 million tons for EU-27 with higher expected yields in France and several countries in Eastern Europe. Production is lowered 1.0 million tons for Canada based on the latest Statistics Canada estimates. Production is also lowered 2.1 million tons for Egypt as lack of government restrictions on planting resulted in a sharp shift in acreage away from corn and into rice.

Global coarse grain trade for 2011-12 is raised slightly with increased foreign trade in barley and corn more than offsetting the reduction in U.S. corn shipments. Barley imports are raised for Saudi Arabia and Syria with larger shipments expected from Ukraine and Russia. Corn exports are raised for Ukraine, Argentina, Brazil, and EU-27. Corn exports are lowered for Canada and Paraguay. Global corn consumption for 2011-12 is lowered 7.3 million tons, mostly reflecting lower expected use in the United States. Foreign corn feeding and consumption are nearly unchanged. World corn ending stocks are projected up 2.9 million tons with increases in South America, Ukraine, and EU-27 more than offsetting the reduction projected for the United States.

Rice – All rice beginning stocks for 2011-12 are lowered 2.7 million cwt from last month to 48.4 million (rough-equivalent basis) based on USDA’s Rice Stocks report released on August 26. The import projection is raised 1.0 million cwt to 19.0 million as it is expected that more long-grain rice will be imported due to tighter domestic supplies.

Exports for 2011-12 are projected at 93.0 million cwt, down 4.0 million cwt from last month, and down 18.6 million from the revised 2010-11 estimate. Long-grain exports are lowered 5.0 million cwt from last month to 61.0 million, and combined medium- and short-grain exports are raised 1.0 million to 32.0 million. The decrease in the export projection is due mostly to a much tighter supply situation, but additionally to an expected increase in competition from South American exporters in Western Hemisphere long-grain markets. Long-grain exports to Iraq are also expected to be lower. Increased competition principally from Egypt is expected to reduce medium-grain exports to Libya. All rice ending stocks for 2011-12 are projected at 38.3 million cwt, up 5.1 million from last month, but down 10.1 million from the revised 2010-11 stocks.

Projected global 2011-12 rice supply and use are increased from last month. Global rice production is projected at a record 458.4 million tons, up 2.1 million tons from last month, primarily due to larger expected crops in Brazil, China, the Philippines, and the United States. China’s 2011-12 rice crop is increased 1.0 million tons to 139.0 million, due mainly to an increase in the early rice crop. Brazil’s rice crop is raised nearly a million tons due to both an increase in area and expected yield. The recent surge in global prices accounts for the increase in planted area in Brazil from last month’s forecast. Global 2011-12 trade is nearly unchanged from last month. Global consumption is raised 0.7 million tons from a month ago due mostly to China. Global ending stocks for 2011-12 are projected at 98.7 million tons, up 0.7 million from last month, and the largest stocks since 2002-03. Stocks are raised for Brazil, China, the Philippines, and the United States.

Worldcrops has said that for soybeans. Ending stocks by end-August 2012 are put at 165 million bushels, 29 million higher than the August report but still tight. The US will have a reduced capacity to export soybeans and the futures price in our opinion will climb inexorably to $15/bushel and go significantly higher, if the weather outlook for the all-important South American soybean crop is unfavourable later this year. All in all this report has nothing which will astonish the markets immediately but lays the foundation for a significant bull-run in corn and, to a lesser extent, soybean futures in the coming months.
