Regions of wheat, lands of rice
The return of budgetary focus towards agriculture and the economies of rural India will help deepen our understanding about where crops are grown and for whom. These are still more often described in national aggregate terms of annual estimates, than by season, state and the growing appetites of urban agglomerations.
This could change over the next few years, especially as the so-called services sector shrinks both by the number of people it employs and by its importance to the national economy. Services – a peculiarly invented term that was quite unknown and unused when I was a teenager – has come about because of the financialisation of those portions of social activity which were done at small scale, informally and as adjunct activities to the work of the public sector, the manufacturers and factories, and the great numbers of cultivators (and those working on agricultural produce). The many enforced errors of contemporary economics means that this will continue to change – not without pain and confusion – but that social activity that has some economic dimension will return to what it was two generations earlier.
While it does, we find there are differences in the concentration of food staples produced – that is, how much by quantity do certain regions grow our food staples as a significant fraction of national production of that food staple. This is more readily available as state quantities instead of district. I have suggested to the Ministry of Agriculture that this ought to be monitored not only at the level of the district but also by the agro-ecological zone, or region, for we have 120 in India, and they represent varying climatic conditions, soil typologies, river basins and cultivation systems.
At present, what we see then is that for rice and wheat, the top three producing states account for 36.7% (rice) and 62% (wheat) of the country’s production. This distribution – or concentration – should cause a review of the crop choices that our kisans make in the growing districts and agro-ecological zones. For a simple pointer such as this tells us that 37 out of every 100 quintals of rice grown in India are grown in West Bengal, Uttar Pradesh and Andhra Pradesh and that 62 out of every 100 quintals of wheat grown in India are grown in Uttar Pradesh, Punjab and Madhya Pradesh.
The corresponding distribution/concentration with coarse cereals is better than wheat but not better than rice for 45.4% of total coarse cereals are grown in Rajasthan, Karnataka and Andhra Pradesh. Likewise, 48.8% of all pulses are grown in Madhya Pradesh, Rajasthan and Maharashtra. The tale is similar with oilseeds (63.8% in Madhya Pradesh, Rajasthan and Gujarat), with sugarcane (73% in Uttar Pradesh, Maharashtra and Karnataka) and cotton (69.8% in Gujarat, Maharashtra and Andhra Pradesh).
With horticulture – that is, vegetables and fruit – there is less state-level concentration to be seen. India’s kisans grow about 170 million tons of vegetables and about 85 million tons of fruit a year and their concentrations vary – West Bengal and Odisha grow a great deal of brinjal, Maharashtra grows onions, Uttar Pradesh and West Bengal lead in potatoes, Madhya Pradesh and Karnataka grow the most tomatoes, and so on. Overall however, the range of distribution amongst the large states of their produce of vegetables and fruit is not as concentrated as with the food staples. The reasons for this difference can tell us a great deal about the need for district and watershed-level food security, employing as always sound zero budget farming techniques (no external inputs) and local and indigenous knowledge of cultivation techniques.
Preparing for Cyclone Phailin
Update4: The water carried over land by Cyclone Phaillin has now travelled northwards and west. Daily monsoon system monitoring by the Centre for Ocean-Land-Atmosphere Studies – COLA (a scientific research centre to improve understanding and prediction of Earth’s climate variations) now show the danger from very heavy rain to districts in interior Odisha, eastern Madhya Pradesh, Chhattisgarh, Jharkhand, Bihar and eastern Uttar Pradesh.
The soil moisture in these regions is already high – as it should be at the end of the south-west monsoon – and very heavy spells of rain approaching 20mm in three hours will cause widespread flooding. The National Disaster Management Authority and the armed forces will continue to have to be on the alert for flood-related rescue calls from these regions.
Update3: It is very worrying to find that:
(a) satellite images shared by a global meteorological community are showing that Cyclone Phailin crossed the Indian coast between 1800 and 1900 (6pm and 7pm) but until well after 1900 (7pm) the Indian Meteorological Department told television news channels it was still approaching, and

(b) that hourly data from the automated weather stations on the eastern coast are not visible – no explanation as to whether they had been knocked out by the cyclonic conditions or whether the data links were down.
Update2: The armed forces and para-military and disaster relief and rescue teams are reported to be ready. Two Indian Air Force IL-76 aircraft have taken teams and equipment to Bhubaneshwar, Odisha. The Indian Air Force is on stand-by at various bases including Raipur, Nagpur, Jagdalpur, Barrackpore, Ranchi and Gwalior. At least 28 teams of the National Disaster Response Forces have been mobilised.

The East Coast Railway has cancelled or re-scheduled passenger trains between Visakhapatnam and Bhadrak on the Howrah-Chennai Main Line route, PTI News has reported. Among these trains are Puri-Cuttack-Puri passenger, Paradeep-Cuttack passenger, Cuttack-Paradeep passenger, Puri-Gunupur-Puri passenger, Puri-Rourkela passenger, Puri-Cuttack passenger, Bhadrak-Cuttack-Bhadrak passenger and Cuttack-Palasa-Cuttack passenger trains.
PTI News has reported that Odisha has opened control rooms for the cyclone. The helpline number of the Odisha Central Control Room is 0674-2534177

In Odisha, 200 trained ham radio operators have been put on alert to help with rescue work. Eight stations have been put on ‘active alert’ while there are 28 stations as back-up around India.

A new map of Phailin and its possible pathways from the Global Disaster Alert and Coordination System (GDACS)
Important advice from the National Disaster Management Authority of India – If you are in the cyclone danger zone: check the house; secure loose tiles. remove dead wood or dry branches close to the house. Anchor movable objects like piles of wood, tin sheets (these are deadly when sent flying during a cyclone), loose bricks, rubbish bins (whose lids can fly like dangerous missiles in high wind), unbolted sign-boards.
Keep a few wooden boards, nails and a hammer ready to board up glass windows if they are in danger of shattering inwards. Keep emergency lighting ready. Ensure mobile phones are charged. Keep battery-operated torches ready batteries handy. Store boiled or filtered water for drinking. Keep dry food (such as biscuits) at hand if conditions worsen and you can’t cook a hot meal.
Zee News (television and online) has reported that in Odisha “thousands flee to shelter homes stocked with emergency food supplies and medicines”. National Disaster Response Force (NDRF) teams have reached Bhubaneswar (capital of Odisha) as evacuations have begun in Odisha and north Andhra Pradesh. Union Defence Minister A K Antony has asked armed forces to be ready to move in to Odisha and Andhra Pradesh.
NDTV (television and online) has reported that five districts “are preparing for the worst impact of the cyclone: Srikakulam in Andhra Pradesh and Ganjam, Puri, Khordha and Jagatsinghapur in Odisha.” Helicopters and food packages are ready for areas that are likely to be worst hit. A minister in the Andhra Pradesh state government has reportedly said that 64,000 people are being evacuated from Srikakulam, Vishakhapatnam and Vizianagaram and are being shifted to cyclone shelters.

My reading of the forecast path of the cyclone – using the map sets from the National Centre for Medium Range Weather Forecasting (Earth System Science Organisation, Ministry of Earth Sciences) – is that in Odisha the districts of Ganjam, Puri, Jagatsinghpur, Kendrapara, Bhadrak, Baleshwar, Kordha, Jajapur, Cuttack, Nayagarh and Gajapati will be in the cyclone’s path beginning with increasingly heavy rain and fierce winds from Saturday morning 12 October 2013; in Andhra Pradesh the districts of Srikakulam, Vizianagaram and Visakhapatnam and in West Bengal the districts of Purba Medinipur will be in the cyclone’s path.

Look for the deep blue circle in the left panel from the first pair (top left, 24 hours) – extending out ahead of the cyclone core is the rain storm, which will cross the northern coast of Andhra Pradesh. In the second pair (top middle, 48 hours), the blue circle has moved closer to the coast – rainfall from the vast gyre of clouds around the approaching cyclone will extend far inland, in a great spike through Andhra Pradesh, parts of Madhya Pradesh and north into western Uttar Pradesh.
In the third pair (top right, 72 hours), the cyclone has made landfall with Odisha in the centre and affected districts in Andhra Pradesh to the south and West Bengal to the north – this is when the disaster management teams in the districts will be taxed to the utmost, having already been battered by heavy rain and unrelenting high-speed winds for two days.
In the fourth pair (lower left, 96 hours) the cyclone is still very active as it moves north-west to sweep across Odisha. In the fifth pair (lower middle, 120 hours) the cyclone core has finally weakened (no longer coloured deep blue) but has moved into Jharkhand, Bihar, West Bengal and eastern Uttar Pradesh. In the sixth pair (lower right, 144 hours) the cyclone’s force has dissipated leaving rain in its wake across eastern India.
Orissa Dairy has reported (‘Phailin upgraded to super cyclone’): “The very severe cyclonic storm Phailin, expected to make landfall at Gopalpur in Odisha, moved closer to the state and lay about 600 km southeast of Paradip, as the government sought the help of defence forces to boost its preparedness, official sources said on Thursday night.”
The Hindustan Times has reported (‘Cyclone Phailin: deep depression over Bay of Bengal intensifies further’): “A morning bulletin of Bhubaneswar meteorological department on Friday said the cyclone would move north-westward and cross Andhra Pradesh and Odisha coast between Kalingapatam (Andhra Pradesh) and Paradip, close to Gopalpur, by Saturday evening as a very severe cyclonic storm with a maximum sustained speed of 205-215km per hour.”
DNA has reported (‘Odisha braces for Cyclone Phailin’): “The state government said it was making adequate preparation to deal with the disaster that expects to cause large scale devastation mostly in state’s coastal southern districts. Durga puja festivities in Odisha have been cancelled as the state prepares for Cyclone Phailin which could be the worst since 1999 when 10,000 people died. The Air Force, Navy and national disaster management team have already been put on stand-by, while the rapid action force has deployed its forces on the ground. People in the low lying areas of the state will be evacuated by Saturday evening.”
When India’s food growers cannot afford fuel, light and food

This group of ten charts describes the trends over more than seven years of the food, and the fuel and light components of the consumer price index numbers for agricultural labourers. The data has been taken from reports issued by the Labour Bureau, Ministry of Labour and Employment, Government of India.
This group of charts describes the trends of two indexes – food, and fuel and light – for agricultural labourers in ten states. The consumer price index (CPI) that is usually invoked by the government, by industry, by the corporate associations (such as chambers of commerce), and by economists and banks is a number for that month considered to be ‘national’.
This has no meaning, for what you and I buy is not at a ‘national’ market but at a local one – we may even buy from a roving street vendor, provided our municipal corporation or council has the sense not to outlaw these vendors (which sadly is discrimination common in metropolitan cities).
A consumer price index, in order to be of any use, must be local, and must relate to those who can set some store by it. That is why it is most useful to look carefully at what CPI includes, and it does include much detail, which this small group of charts helps reveal.
The consumer price index numbers for agricultural and rural labourers (with a base of 100 fixed to the year 1986-87) is calculated by the Labour Bureau, Ministry of Labour and Employment, Government of India. Who are agricultural labourers? The Bureau’s definition is: “Agricultural labour households – the rural labour households, who derive 50 per cent or more of their total income from wage paid manual labour in agricultural activities, are treated as agricultural labour households.”
According to the Bureau, a person is considered an agricultural labourer, if she or he “follows one or more of the following agricultural occupations in the capacity of a labourer on hire, whether paid in cash or kind or partly in cash and partly in kind” and the occupations are: farming including cultivation, growing and harvesting of any agricultural commodity; production, cultivation, growing and harvesting of any horticultural commodity; dairy farming; raising of livestock, bee-keeping or poultry farming; any practice performed on a farm “incidental to or in conjunction with the farm operations” (this includes forestry, market-related activities such as delivery and storage, and the actual movement of produce to markets).
The collection of rural retail prices every month from shops and markets is done by the Field Operations Division of the National Sample Survey Office (NSSO). In 20 states it collects data from 600 representative sample villages every month, with one-fourth of the sample being covered every week. Prices are collected either on a market day (which is most commonly a set day of the week) for those villages that do not have daily markets, or on any day for those that do.
And here we have – for Andhra Pradesh, Uttar Pradesh, Maharashtra, Madhya Pradesh, Tamil Nadu, Rajasthan, Karnataka, Gujarat, West Bengal and Bihar, ten of India’s most populous states – the proof of how much India’s growers of food are burdened by the rising price of fuel and light (that means of electricity and power, diesel, kerosene and coal) and of food (cultivators and food growers also buy what they do not grow or husband).
India in 2015 – 63 million-plus cities
The 27 cities shown on this map are no different from many others like them in India today, and the selection of these 27 is based solely on a single numerical milestone which I am fairly sure few of each city’s citizens (or administrations for that matter) will have marked.
On some day during the months since March 2011, the population of each of these 27 cities has crossed 150,000 – this is the criterion. March 2011 is the month to which the Census 2011 has fixed its population count, for the country, for a state, a district, a town.
And so these 27 cities share one criterion – which they be quite unaware of – which is that when their inhabitants were enumerated for the 2011 census, their populations were under 150,000 whereas in the four years since that mark has been crossed.

When the provisional results of the Census of India 2011 were released, through the year 2011, the number of cities with populations of a million and over was 53.

The number of cities with over a million inhabitants, from 53 in 2013 to 63 in 2015. Cities with names in red type will reach a million in 2015.
That was the tally almost two years ago. Between the 2011 census and the 2001 census the growth rate of the urban population was 31.8% which, turned into a simple annual rate for those ten years, is just under 3.2% per year.
At this rate, in mid-2013, six more cities will have joined the list of those with a population of over a million.
These six cities are: Mysore (in Karnataka, estimated population of 1,046,469), Bareilly (in Uttar Pradesh, 1,042,257), Guwahati (in Assam, 1,030,149), Tiruppur (in Tamil Nadu, 1,024,228), Sholapur (in Maharashtra, 1,011,609) and Hubli-Dharwad (in Karnataka, 1,003,886).
Within the next few months, India will have 59 cities with populations of over a million.
By mid-2015 (the final year of the Millennium Development Goals, or MDGs), there will be another four cities with populations of over a million: Salem (in Tamil Nadu, estimated population of 1,036,066), Aligarh (in Uttar Pradesh, 1,025,255), Gurgaon (in Haryana, 1,016,698) and Moradabad (in Uttar Pradesh, 1,002,994).
That year, Bhopal (Madhya Pradesh), Thrissur (Kerala) and Vadodara (Gujarat) will have populations of over two million; the populations of Kanpur and Lucknow (both Uttar Pradesh) will cross three million and that of Surat (Gujarat) will cross five million. India will have 63 (ten more than in 2011) cities with populations of at least a million.
These are projections that have not taken into account the state-wise variations of rural and urban growth rates. Also not accounted for is migration, as the migration data from Census 2011 has yet to be released.
The top 20 oryza districts of India

Which are the districts of India which grow the most rice? Let’s look at the country-level numbers for rice in 2007-08, in 2008-09 and in 2009-10. In 2007-08 the total tonnage reported by the rice growing districts was 90.071 million tons, grown in 553 districts that reported rice harvests, and which grew their rice over 41.306 million hectares (413,000 sq kilometres, a combined area bigger than Paraguay).
In 2008-09 the total tonnage reported by the rice growing districts was 93.148 mt, grown in 508 districts that reported rice harvests, and which grew their rice over 42.759 m ha (427,590 sq km, which is a combined area nearly as large as Iraq). In 2009-10 the total tonnage reported by the rice growing districts was 80.07 mt, grown in 408 districts that reported rice harvests, and which grew their rice over 34.978 m ha (349,780 sq km which is a combined area larger than the Republic of the Congo). So, looking at the rice totals, there were ups and downs even over three seasons – remember that the monsoon of 2009 was poor and we had drought conditions in many districts. I would have liked to include the data for 2010-11 at district level, but this is still minus West Bengal and Andhra Pradesh and I can’t understand why this is so because the regular ‘advance estimates’ released by the Ministry of Agriculture are supposed to be based on what the states send in as crop growing data every quarter. The three years before 2007-08 should help us understand these trends better and as soon as I collect and clean up data for those years I will add to this post. Which are the districts that produce the most rice in India, year after year? Based on this three-season set, here’s what we have. In Andhra Pradesh the districts are East Godavari, Guntur, Karimnagar, Krishna, Nalgonda, Nellore and West Godavari. In Chhattisgarh it is Raipur. In Punjab the districts are Firozpur, Ludhiana, Moga, Patiala and Sangrur. In West Bengal the districts are 24 Parganas (South), Bankura, Birbhum, Burdwan, Hooghly, Midnapur (East), Midnapur (West) and Murshidabad.

How much do these top 20 (there are 21 top districts over these three years) by year contribute to the country’s total rice harvest? In 2007-08 they contributed 23.16 mt which was 25.7% of the total rice harvest; in 2008-09 they contributed 24 mt which was again 25.7% of the total; in 2009-10 they contributed 21.93 mt which was 27.3% of the total.
Using a tonnage-based ranking, we have seen how the top 20 rice-growing districts contribute around a quarter of India’s total rice harvest. How different are the top 20 from a group of 20 rice-growing districts further down in the tonnage ranking, for example the 20 districts between 40 and 59 for those years? And is the 40-59 group of districts more diverse (geographically) and have more growing variety (what else do they grow?) than is shown by the dominance of the same districts from West Bengal, Andhra Pradesh and Punjab in the top 20?
Let’s see what the numbers say. In 2007-08 the 20 districts between ranks 40 and 59 (ranked by tonnage) together harvested 7.20 mt, in 2008-09 it was 7.17 mt and in 2009-10 it was 6.90 mt.
Hence in all three years this set of 20 contributed around a third less rice than the top 20. This is a difference which helps explain the big gap between the tonnage for districts even between those at 80th and 90th percentiles – see the quick comparison chart for how concentrated India’s rice production is in relatively few rice-growing districts.
This cursory look at three years’ data for rice and the districts it is grown in raise several questions. Most important, why do we have complete data (at district level) only until 2009-10 and not after? I find this puzzling since we have advance estimates (released by the Ministry of Agriculture four times a year) for major cereals, pulses and commercial crops even into 2012-13. On what data from the states are these advance estimates then based if we can’t see district figures?
Also, why is there still so much concentration of rice production – 25% to 27% of the total – in only 20 districts? Depending on how many districts report rice harvests in a year, these 20 comprise no more than 4% or 5% of the total rice-growing districts in India. The National Food Security Mission (which concentrates on rice, wheat and pulses) is active in 137 districts specifically for growing rice, so in what way is this concentration of production significant? More on this matter to follow.
India’s agriculture by the numbers – rice in 2009-10
Rice. Where was it grown the most in 2009-10 in India? Data from the Directorate of Economics and Statistics, Ministry of Agriculture, give us the answers only when we wrestle furiously with the perverse data reporting formats, when we wring the numbers out of heavily fortified tables and labour to arrange them in the simple arrays such knowledge prefers.
What did we find? That 408 districts reported some cultivation of rice. That the median amount of rice harvested per district in that year was 104,000 tons.
That at the 80th percentile, the harvest was 306,000 tons per district but that the 20th of the top 20 rice-growing districts (that was Raipur, in Chhattisgarh) grew 753,000 tons.
Where were the higher 19? Five were in Punjab, six in Andhra Pradesh and eight were in West Bengal. There are 13 districts which produced over 1 million tons of rice each.
Quiet numbers tell district tales – rural and urban India, part 3
Having dealt with one basis for comparison, the 1911 report then provided a sociological overview of the transformation of the time: “It is true that a new type of town is springing up in the neighbourhood of important railway stations with stores and provision shops and a considerable coolie population, and that these in many cases have not yet reached the prescribed standard of population. But the total number of such places is still small, and their exclusion has had no material effect on the statistics.”
Then too, the 1911 Census thought fit to remind the administration of the variety of administrative divisions in what was British India, which included Baluchistan, Burma and the subcontinent that spanned these two provinces. “There are great local variations in density. In nearly two-thirds of the districts and states the number of persons to the square mile is less than 200, and in about a quarter it ranges from 200 to 500. The units with less than 100 persons to the square mile cover two-fifths of the total area but contain only one-eleventh of the population, while those with more than 500, though their area is only one-eleventh of the whole, contain one-third of the population.”

One hundred years ago, an aspect of the changing demographies of British India which exercised the census officials of the time was the ratio between females and males in cities and towns. It remains a concern, a century later, although more widespread now and not confined to urban settlements, as is explained briefly anon. “As usual in Indian towns females are in marked defect,” the 1911 report remarked on Bengal. “Their proportion is highest in the minor towns which are often merely overgrown villages; it is much smaller in the main centres of trade and industry, and smallest of all in Calcutta, where only one person in three is a female.”
Nor did Bombay prove different, for the 1911 report observed: “As in the other large cities of India females are in a great minority, there being only 530 to every thousand males. This proportion is the smallest yet recorded. In 1881 it was 661; it fell to 586 at the next census owing to the immigration of males to meet the rapidly growing demand for labour, and again rose to 617 in 1901, when plague had driven out more of the temporary settlers than of the permanent residents.”
While not as severe as the ratios of that era, the gender ratios for the rural populations of districts in 2011 will, as more data is released by the Census authorities and as the verification cycles for the smaller administration units are completed, help explain the movement of labour, the patterns of migration (with which they will be read) and no doubt support the studies on the feminisation of agriculture we are witness to in India. The 2011 data show that in 122 districts, the female to male ratio of the rural population is 1 or more (the range is 1.00 to 1.18).

Of the 30 districts which have the highest female to male ratios of the rural population, there are 11 in Kerala, 7 in Uttarakhand, 4 in Orissa, 2 in Maharashtra and one each in Tamil Nadu, Puducherry, Karnataka, Himachal Pradesh, Chhattisgarh and Andhra Pradesh. Thereafter, in 112 districts the female to male ratios of the rural population are less than 0.90 (the range is 0.90 to 0.67). The district with the lowest ratio is Tawang (Arunachal Pradesh), followed by Chandigarh, South Delhi, North District (Sikkim), Dibang Valley and West Kameng (both Arunachal Pradesh RP), Kargil (Jammu and Kashmir), Daman, Nicobars and Anjaw (Arunachal Pradesh).

Carrying with it the potential to cause a demographic imbalance whose full import, a generation from today, we can only surmise is the gender ratio of the population between 0-6 years, that is, the children of these districts. There are 34 districts in which, amongst the rural population, the numbers of children between 0 and 6 years are 500,000 and above. That all these districts are in either Bihar (15) or in Uttar Pradesh (14) or West Bengal (5) is another outcome, over the decades since the early-20th century, of the population patterns observed in the final 50 years of colonial India. The 2011 data has shown that whether in the 34 districts with 0-6 year populations of 0.5 million, or in the top 10% of all districts (640), the rural population that is between 0-6 years old is about 90% of the district’s total child population in that category.
