Human influence on climate system is clear, says IPCC summary

IPCC_AR5_blue_strip_smallMajor update: On 30 September 2013 the IPCC released the Final Draft Report of the Working Group I contribution to the IPCC Fifth Assessment Report Climate Change 2013. This is commonly called ‘The Physical Science Basis’. It consists of the full scientific and technical assessment undertaken by Working Group I.

The Final Draft consists of 19 documents – 14 chapters, three annexes, a technical summary and a changes summary. These you will find via this list:

Early statements and releases from the Twelfth Session of Working Group I which was held from 2013 September 23-26 in Stockholm, Sweden. The press release about the human influence on the climate system is here, which has said “this is evident in most regions of the globe”.

The IPCC has also provided headline statements from the Summary for Policymakers of the Working Group contribution to AR5. At the Session, the Summary for Policymakers (SPM) of the Working Group I contribution to the IPCC Fifth Assessment Report (WGI AR5) was approved and the underlying scientific and technical assessment accepted. IPCC_AR5_WG!_strips1For the Fifth Assessment Report, the scientific community has defined a set of four new scenarios. These are called Representative Concentration Pathways (RCPs). These four RCPs include one ‘mitigation scenario’ leading to a very low radiative forcing level (RCP2.6). (Radiative forcing is the change in net irradiance; it is used to assess and compare the anthropogenic and natural drivers of climate change). There are two ‘stabilisation scenarios’ (RCP4.5 and RCP6), and one scenario with very high greenhouse gas emissions (RCP8.5). The RCPs can thus represent a range of 21st century climate policies.

The Fifth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) will begin to be released this week. Between 2013 September and 2014 November, what is now widely referred to as the ‘AR5’ (the fifth assessment report) will be released in stages as the three working groups present their completed work and finally when the overall synthesis report is delivered. AR5 will be the most comprehensive assessment of scientific knowledge on climate change since 2007 when Fourth Assessment Report (AR4) was released.

From around early August, the popular media has begun – in a typically lethargic and lazy manner, choosing to look for controversy rather than the very clear IPCC warnings – to report on the series of releases that will be AR5. But despite the strenuous efforts of the oil and gas industry PR firms, of the automobile industry lobbyists, of the carpetbaggers for the financiers and the banks that have propped up for decades the whole damned mess, even so, the messages have come out and together they are stark and strong.

IPCC_WG1_processExtreme weather events, including heatwaves and storms, have increased in many regions while ice sheets are dwindling at an alarming rate. In addition, sea levels are rising while the oceans are being acidified. From climate change experts to spokespersons of small island states, governments have been told bluntly to end their dithering about fossil fuels and start working to create a global low-carbon economy to curtail global warming.

Working Group I assesses the physical science basis of the climate system and natural and anthropogenic climate change (release 2013 September 23-27 in Stockholm, Sweden). [You will find all material for this release at the website devoted to this group’s work.]
Working Group II assesses the vulnerability of socio-economic and natural systems to climate change, negative and positive impacts of climate change, and options for adapting to it (release 2014 March 25-31 in Yokohama, Japan).
Working Group III assesses options for mitigating climate change through limiting or preventing greenhouse gas emissions and enhancing activities that remove them from the atmosphere (release 2014 April 07-12 in Berlin, Germany).
The Synthesis Report will integrate material contained within IPCC Assessment Reports and Special Reports, based exclusively on material contained in the three Working Group Reports and Special Reports produced during the 5th or previous Assessment Cycles, and will be written in a non-technical style suitable for policymakers and address a broad range of question relevant to policy (release 2014 October 27-31 in Copenhagen, Denmark).

IPCC_AR5_technical_summary_imageThese details have been missed by the press, some of whom are still spreading the canard that climate change science is beset by uncertainty (it is not, dear biased editor of the Los Angeles Times), or that the IPCC will try “to explain a hiatus in the pace of global warming this century” (look at the charts and read the graphs, Reuters), or that a “global warming pause is central to IPCC climate report” (tell me, BBC, where is the real centre of 14 dense chapters?), or that “the findings muddy the picture about how much carbon dioxide output is affecting the climate” (why, Bloomberg Businessweek, is the truth of climate data so difficult to digest for a news group used to copious amounts of finance data?).

IPCC-AR5-WG1-reviewBeyond and above the efforts of the mainstream press and media to play down the stark and clear warning that demands immediate action, the AR5 will place greater emphasis on assessing the socio-economic aspects of climate change and its implications for sustainable development. New features to look for in the AR5 will include: a new set of scenarios for analysis across Working Group contributions; dedicated chapters on sea level change, carbon cycle and climate phenomena such as monsoon and El Niño; much greater regional detail on climate change impacts, adaptation and mitigation interactions; inter- and intra-regional impacts; and a multi-sector synthesis.

Convenience inertia, 400 ppm and continental warming

The Guardian has reported that the concentration of carbon dioxide in the atmosphere has reached 399.72 parts per million (ppm) and is likely to pass the symbolically important 400 ppm level for the first time in the next few days. Every additional single ppm is that much closer to the many tipping points earth scientists and climatologists have warned governments and policymakers about.

There are three strands of information tied together here. One of these helps us understand what 400 ppm is, relative to a history that we can measure. Another shows us why, despite repeated warnings about the rise of CO2 in the atmosphere and evidence piled upon new evidence with every passing year, policymakers and the consuming public have simply not reacted. And then there is the ppm counter itself, remorseless in its upward march.

The paper, ‘Continental-scale temperature variability during the past two millennia’ (in Nature Geoscience (Vol 6, May 2013)), analysed a number of records (called ‘proxy records’, which indicate temperature change. The researchers found that “of the 323 individual proxy records that extend to ad 1500, more sites seem warmest during 1971-2000 than during any other 30-year period, both in terms of the total number of sites and their proportion in each region”. Moreover, “of the 52 individual records that extend to ad 500, more sites (and a higher proportion) seem warmest during the twentieth century than during any other century”.

Next, the human response. The European Commission’s Joint Research Centre has released an excellent publication which is a collection of interviews concerning climate, but also what humans have done to climate (and is also about science). The book, ‘Air & Climate: Conversations About Molecules And Planets, With Humans In Between’, contains an interview (there are several) with Hans Joachim Schellnhuber, the founder and Director of the immensely influential Potsdam Institute for Climate Impact Research. Schellnhuber has been a member of the German Advisory Council on Global Change since its inception in 1992, and its chairman since 2008.

Schellnhuber in the interview has talked about a moral and a time issue involved, with creating “tremendous inertia in the behaviour of people and the making of politics”. He has said:

“The moral issue goes as follows: if you brought your child to the school bus, and the driver said there was a 50% chance of an accident because something was wrong with the engine, nothing on Earth would make you put your child onto that bus. Climate change undoubtedly creates, with more than 50% probability, the risk of destroying the life of some child in some region that is heavily hit by anthropogenic warming at the other side of the planet – the life of a child who is not even born yet and who you will never get to know. Acting to save that anonymous life is a really tough test for our moral standards, even if you believe every word of what science says about climate disruption.”

“Even when your own survival is at stake it seems far too inconvenient to change your habits now and to reap the benefits later. So it is not that people are wicked or dumb or not perceptive of scientific insights, there is simply this inertia related to the demi-god ‘convenience’.”

How powerful can the satisfaction of the ‘convenience’ idea be to modern humans? Is it possible that the satisfaction of this idea overrides personal, community, species and ecosystem survival? Although I agree with Schellnhuber’s comment, especially given the speed at which industrial agriculture and food systems are overrunning our landscape, it seems almost inconceivable that the motor of convenience insulates consuming humans from all evidence, even evidence as weighty as the Nature Geosciences paper.

This has said, as clearly as possible, that (1) the best estimate of past temperature from seven continent-sized regions indicates that 1971–2000 was warmer than any other time in nearly 1,400 years, (2) the global warming that has occurred since the end of the nineteenth century reversed a persistent long-term global cooling trend, and (3) the increase in average temperature between the nineteenth and twentieth centuries exceeded the temperature difference between all other consecutive centuries in each region, except Antarctica and South America.

And finally, the deadly ppm counter. Readings at the US government’s Earth Systems Research laboratory in Hawaii, are not expected to reach their 2013 peak until mid-May this year, but were recorded at a daily average of 399.72 ppm on 25 April – that is, last week. CO2 atmospheric levels have been steadily rising for 200 years, registering around 280 ppm at the start of the industrial revolution and 316 ppm in 1958 when the Mauna Loa observatory started measurements. “The increase in the global burning of fossil fuels is the primary cause of the increase,” said the Guardian article. Profiting from convenience as a way towards extinction?

What ails the South Asian monsoon?

This set of images helps explain the worrying 2012 monsoon season in South Asia and why drought conditions are emerging in more districts with every passing week.

We are coming up to the eight-week mark of the 2012 monsoon (taking the 04-06 June date as the ‘normal’ for the monsoon to become active over south-west India, after which the climatological system slowly advances over the peninsula and up into northern India).

The Indian Meteorological Department (IMD) has not helped, by maintaining a scientific detachment between forecasting science and the dire situation of farmers and consumers. With emergency drought programmes new being rolled out in many states (more than a month late), the IMD’s refusal to speak plainly to those who need the information the most is unpardonable.

Worse, the Department on its website and its communications walls off its forecasting behind a very unfriendly science interface (see this commentary for a detailed explanation), and appears oblivious about its responsibilities to those for whom it exists – the citizens of India who are waiting for rain.

This set of images (strips below, you can click on the images for the full-size versions) describes what the IMD ought to be disseminating (but stubbornly refuses to). These are 24, 48, 72 and 96 hour regional forecasts for South Asia of accumulated precipitation and temperature extremes.

The four regions you see in the panels are Peninsular India and Sri Lanka, Western India and Pakistan, Northern & Central India and Nepal, and Eastern India and Bangladesh. These are from the monsoon forecasting sub-site of the Center for Ocean-Land-Atmosphere Studies – of the Institute of Global Environment and Society (IGES) – which processes and synthesises data from the NOAA/NCEP, which is the National Oceanic and Atmospheric Administration (NOAA, the US government agency), National Centers for Environmental Prediction. These regional weather forecasts are presented as a running four-day ensemble of images showing daily forecasts of 2-metre temperature minima and maxima and accumulated precipitation covering the four sub-regions.
