Quiet numbers tell district tales – rural and urban India, part 6

Census 2011 also informs both the incumbent ‘sirkar’ and us that there are 22 districts in which literacy rates for the rural female population are above 74% (all 14 of Kerala’s districts are included). However, it is in the next 10% range of literacy rates – 74% to 64% – that gains since the 2001 census must be protected and this set includes 82 districts. It is a widely dispersed set, comprising districts from 21 states and union territories.

There are 11 from Maharashtra (including Sangli, Bhandara and Gondiya), 9 from Punjab (including Kapurthala, Gurdaspur and Sahibzada), 7 from Orissa (including Jagatsinghpur, Kendrapara and Bhadrak), 7 also from Himachal Pradesh (including Una, Kangra and Solan), 6 from Tamil Nadu (including Thoothukkudi and Nagapattinam) and 5 from Gujarat (including Navsari and Mahesana).

The Office of the Registrar General of India, which administers the Census, has cautioned that all the data releases so far are still provisional figures. However, the implications are now plain to see, and give rise to a set of socio-economic questions which demographic and field research over the 12th Plan Period (2012-17) will enlarge and expand upon. Is there for example a correlation between districts whose rural populations have unfavourable female to male gender ratios and districts in which female literacy ratios are low? Comparing the bottom 100 districts under both conditions shows that there are only 12 districts in which both conditions are present (5 in Uttar Pradesh, 2 in Rajasthan, and 2 in Jammu & Kashmir).

Most encouraging is that there are 40 districts in which the ratio of the number of literate females to literate males (this is a different ratio from literacy rate), is 0.90 or better, ie there are 900 or more literate females to 1,000 literate males. In this set are all Kerala’s 14 districts but also 13 districts from the Northeast (from Arunachal Pradesh, Meghalaya, Mizoram and Nagaland).

The remainder are from island Union Territories, from the southern states (3 from Karnataka, 2 from Andhra Pradesh and one each from Tamil Nadu and the Union Territory of Puducherry), from hill states (2 from Uttarakhand, 2 from Himachal Pradesh) and one from Maharashtra. It is these districts that provide abundant reason for the allocation of a minimum 6% of GDP allocation for education – a long-standing commitment – which must begin to be fulfilled in the 2012-17 Plan period.

How will the Government of India consider these early indicators from Census 2011? How will India’s civil society and the great breadth of organisations – voluntary groups, people’s movements, rural foundations and the like – which have been delivering development ‘outcomes’, year after year, without the benefit of budgetary support but motivated by the plain fact that inequity still exists, how will this group see these indicators?

The Government of India revels in presenting contradiction as a substitute for careful, evidence-based and inter-generational planning. When downward trends – such as those seen in female illiteracy and in the gender ratios of the 0-6 age-group – have been slow over the last 25 years, there is a need to set long-term objectives that are not tied to the end of the next available Plan period, but which use a Plan direction to help achieve them. In this, the Approach Paper to the 12th Five-Year Plan has failed quite signally, because its authors have not drawn the only possible conclusions from the Census 2011 data presented till date. Yet others have done so, notably India’s civil society and its more responsive group of academics. Hence the abundance of contradictions in all major documents – the Approach Paper being the most important, annual Economic Surveys being another type – which seek to reassure one section while in fact underwriting the ambitions of another.

So we see that a state which must ensure provision of Right to Education to every child up to the age of 14 years, because it is constitutionally bound to do so, complains in the planning phase itself that scarce resources constrain it from carrying out its duties and therefore advises its citizens that measures like public-private partnership (PPP) should be resorted to. How will such cunning better the lives and present culturally relevant opportunities for the rural populations in the remaining 591 districts which are under the 0.90 ratio for literate females to literate males? What will the emphasis on vocational training (for the urban job pools) instead of people’s empowerment mean for the rural populations in 403 districts where this ratio is less than 0.75 – which means the number of literate rural females is under three-fourths the number of literate males – and in 69 of these districts it is even under 0.60 (25 in Rajasthan, 14 in Uttar Pradesh, 9 in Madhya Pradesh, 6 in Jammu and Kashmir)?

An interesting short video from FAO on water management and cultivating responses to indeterminate (or insufficient) water stocks. In southern India, the climate is becoming unpredictable and drought more common , says FAO – and this indeed is the case for peninsular India in general. Indiscriminate pumping from shallow aquifers shared by many farmers has caused abnormal drops in water levels, most notably in northern and north-west India, in the states of Punjab and Haryana which were the Green Revolution model states. When a well goes dry, a farmer loses his crop. In Andhra Pradesh, said FAO, 6,000 farmers have been trained in groundwater management by a project run by Indian NGOs and guided by the UN’s Food and Agriculture Organization. They have learned to monitor how much water is available underground at the start of the growing season. Then they only plant crops that need that much water.

Here is some background on the legacy of irrigation in India, and the administrative functions that large irrigation projects provided the state, whether that state was colonial (as a dominion of Great Britain) or independent (Republic of India). “At the beginning of the eighteenth century, India  was the ‘irrigation champion’ of the world. While the colonial government initially neglected the maintenance and upkeep of the numerous but mostly small irrigation structures, it soon spotted the potential for large-scale canal irrigation as an economic enterprise and took to canal building as a business on a massive scale. In those days, there was much dissatisfaction with irrigation management among observers and investors who expected much higher financial return on irrigation investments.”

“Yet, in retrospect, around 1900, canal irrigation systems in India were arguably in a far better state than today in terms of their operation and maintenance (O&M), productivity impacts, and financial returns. If we look at the situation ten years ago, around 2000, while the new welfare state had kept alive the colonial tradition of big time canal construction, the management of canal irrigation had become pathetic in terms of all the criteria on which it excelled a century ago.”

“The dominant view about the way out is that farmer management through water user associations can restore canal irrigation to its old glory. However, this may not be the correct thinking. Shah has argued that the larger socio-technical fundamentals in which canal irrigation can thrive in a smallholder agrarian setting were all mostly present around 1900 and are all mostly absent today.”

The colonial irrigation management was a high input-high output affair, said Shah. A vast authoritarian bureaucracy reaching down to the village level used forced labour to maintain canal network, managed water distribution, and undertook ruthless water fee recovery on all lands deemed to be irrigated.

In the canal commands, the canal water ‘tax had to be paid regardless of whether or not use was made of the canal in a particular year or whether or not there was a reliable supply from the canal’ (Hardiman 2002: 114). This, according to Hardiman, encouraged, even forced, farmers to grow valuable commercial crops to generate cash. It also resulted in much litigation from dissatisfied zamindars who put pressure on canal managers to ensure water delivery and maintain canals. The amounts provided for O&M were substantial so that deferred maintenance was minimal.

As a commercial venture, the performance of canal irrigation has decidedly declined over the past 100 years. D.R. Gadgil, the pioneer of Indian economic planning, had argued that, in a poor agrarian economy like India, public irrigation investments should be judged on their social and economic returns rather than their financial returns. Soon after Independence, irrigation charges were drastically reduced; and even these declined to a small fraction. Have public irrigation investments in free India delivered the irrigation—and the socio-economic returns they were designed for as Gadgil had hoped?  Unfortunately, the answer to the question is ‘No’; and there lies the heart of the problem. The financial rot was the harbinger of a much deeper crisis of stagnation and decline in public irrigation systems whose social and economic returns turned out to be far smaller than imagined.

What effect has this imbalanced ratio, so common in the rural populations of districts, on literacy and education? Census 2011 has told us so far that there are 55 districts in which the rural literacy rate is 74% or higher — this is the national effective literacy rate (for the population that is seven years old and above) which is a figure derived from rural and urban, male and female literacy rates. The literacy rates in these 55 districts are for all persons, female and male together. They range from 74% to 89%. All 14 of Kerala’s districts are among the 55, there are 7 districts from Maharashtra, 5 from Tamil Nadu, and 4 each from Mizoram, Orissa and Himachal Pradesh.

Worryingly for India, government planners see capital used for machinery and industrial agriculture as evidence of 'growth'. But food security remains uncertain for many rural communities.

The top 10 districts in this set are all from Kerala save one, East Delhi. But these 55 districts have returned literacy rates that will form the basis of study and analysis in the years to come, they are outnumbered, by a factor of more than 11 to 1, by districts whose rural populations lie under the 74% national mark, and this too will serve as an early indicator, continually updated, of the commitment of the Indian state to its implementation of the Right to Education (RTE) Act of 2009, and of the results of the first 10 years of the Sarva Shiksha Abhiyan.

Since its inception in 2001-02 the Sarva Shiksha Abhiyan (SSA) has been treated by the Government of India and the states as the main vehicle for providing elementary education to all children in the 6-14 age-group. Its outcome — this is how the annual and Plan period results of India’s ‘flagship’ national programmes are now described — is the universalisation of elementary education. The Right to Education Act (RTE) of 2009 gives all children the fundamental right to demand eight years of quality elementary education. For the planners in the Ministry of Human Resource Development, the effective enforcement of this right requires what they like to call ‘alignment’ with the vision, strategies and norms of the SSA. In so doing, they immediately run into a thicket of problems for, to begin with, there are half-a-million vacancies of teachers in the country, another half-million teachers are required to meet the RTE norms on pupil-teacher ratios, and moreover 0.6 million teachers in the public school system are untrained.

This is the creaking administrative set-up against which the total literacy rates of the 585 districts whose rural populations are under the 74% mark must be viewed. Of these, 209 districts have literacy rates for their rural populations which are between 50% and 60%. This set of districts includes 33 from Uttar Pradesh, 30 from Madhya Pradesh, 20 from Bihar, 18 from Jharkhand, 17 from Rajasthan, 13 each from Assam and Andhra Pradesh, and 9 from Karnataka. And finally, there are 95 districts whose literacy rates of the rural population are under 50%.

This set of districts at the bottom of the table includes 17 from Bihar, 14 from Rajasthan, 9 each from Uttar Pradesh and Jammu & Kashmir, 7 from Madhya Pradesh and 6 each from Orissa, Jharkhand, Chhattisgarh and Arunachal Pradesh. The districts of Yadgir (Karnataka), Purnia (Bihar), Shrawasti (Uttar Pradesh), Pakur (Jharkhand), Malkangiri, Rayagada, Nabarangapur, Koraput (all Orissa), Tirap (Arunchal Pradesh), Barwani, Jhabua, Alirajpur (all Madhya Pradesh), and Narayanpur, Bijapur and Dakshin Bastar Dantewada (all Chhattisgarh) are the 15 districts at the very base of the table with literacy rates of the rural population at under 40%.

Over 11 Plan periods there have been some cumulative gains in a few sectors. Today, in rural areas, seven major flagship programmes are being administered, with less overall coordination between them than is looked for – a contrast against the ease with which the central government’s major ministries collaborate on advancing the cause of the urban elite — but which nonetheless have given us evidence that their combined impact has improved the conditions of some.

The seven programmes are: the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), the National Rural Livelihood Mission (NRLM), Indira Awas Yojana (IAY), the National Rural Drinking Water Programme (NRDWP) and Total Sanitation Campaign (TSP), the Integrated Watershed Development Programme (IWDP), Pradhan Mantri Grameen Sadak Yojana (PMGSY), and rural electrification which includes separation of agricultural feeders and includes also the Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY).

For the local administrator these present a bewildering array of reporting obligations. A hundred years ago, such an administrator’s lot was aptly described by J Chartres Molony, Superintendent of Census 1911 in (the then) Madras: “The Village Officer, source of all Indian information, is the recorder of his village, and it well may be that amid the toils of keeping accounts and collecting ‘mamuls’, he pays scant heed to what he and his friends consider the idle curiosity of an eccentric sirkar.”

Dr C Chandramouli, Registrar General and Census Commissioner of India, presaged the insights that would be provided by new census data in his introduction to the first provisional paper on the 2011 Census: “It provides valuable information for planning and formulation of policies by the government and is also used widely by national and international agencies, scholars, business persons, industrialists, and many more. In addition, the Census provides a basic frame for conduct of other surveys in the country. Any informed decisionmaking that is based on empirical data is dependent on the Census.”

When taken together with the 355 districts whose rural populations are all a million and above, the implications of such a concentration of the 0-6-year-old population in talukas and tehsils (more than those in town wards) become manifold. An immediate rendering of this concentration will take place in the health sector for it is there that imbalances in public expenditure and budget have been most severe.

The Government of India has time and again claimed that the 11th Five-Year Plan (2007-12) has sought to raise the share of public expenditure on health (both central and in the states) from less than 1% of GDP in 2006-07 to 2% and then 3%. For this, the National Rural Health Mission (launched in 2005) was intended to strengthen healthcare infrastructure in rural areas, provide more sub-centres, better staff and equip primary health and community health centres.

Census 2011 will, over the months to come, indicate the degree to which these lofty aims — often held up as evidence of the government’s commitment to social equity — have been met. To do this, the ratios will be layered between study outputs that bring out the insights of correlating large demographic data sets — district health services, the national family health survey, planned rounds of the National Sample Survey and, despite the defensible criticism levelled against it, the 2011 BPL survey. Within this dauntingly complex data framework will need to be placed the Plan targets relating to infant mortality rate, maternal mortality rate, total fertility rate, under-nutrition among children, anaemia among women and girls, provision of clean drinking water for all, and raising child gender ratio for the age-group of 0-6.

Where do the 640 districts and their rural populations lie on a simple child gender ratio scale? Ranked by female to male ratio within the 0-6 years category of population, the top 10% of all districts (that is, 64 districts) register a gender ratio of at least 0.97 and up to 1.01. The districts with the 20 most favourable female to male ratios for the 0-6 population are Dakshin Bastar Dantewada, Bastar, Bijapur, Koriya, Rajnandgaon, Narayanpur and Korba (all Chhattisgarh); Tawang, Papum Pare and East Siang (all Arunachal Pradesh); Nabarangapur and Malkangiri (Orissa); Lahaul and Spiti (Himachal Pradesh), Nawada (Bihar), Chandauli (Uttar Pradesh), Mamit (Mizoram), Pashchimi Singhbhum (Jharkhand), Tinsukia (Assam), South Andaman, and West Garo Hills (Meghalaya).

Among the top 10% of districts with gender ratios for the 0-6 age group that are favourable to females, Chhattisgarh has 14 while Orissa, Meghalaya, Assam and Arunachal Pradesh have 6 each. These are considered, by their states and by the central government’s ministries and departments, to be ‘backward’ districts, tribal in character, lacking in infrastructure and below par in economic development (discounting for this index the proclivity of the state to steal natural resources in the commons, the better to convert it to GDP with). Yet the residents of these districts have proven, as the 2011 data so emphatically shows, that they practice an equality that is far closer to that enunciated in our Constitution than is to be found in the ranks of the million-plus cities.

Even so, the picture at the other end of the scale is a worrisome one. Within the 0-6 years category of the rural population of districts, there are 154 districts whose female to male ratio is less than 0.90, ie 9 girls or less for every 10 boys. In this large set of districts with unfavourable gender ratios amongst the rural population category of 0-6 years, the range of this ratio drops to 0.70 (the average gender ratio for this group of districts being 850 girls to 1,000 boys). There are 24 districts in UP in this set (out of the state’s 71 districts), 20 districts each in Punjab and Haryana (out of their totals of 20 and 21 respectively), 18 each in Rajasthan and Maharashtra (out of 33 and 35 respectively) and 14 in Jammu & Kashmir (out of 22).

Floods in Pakistan displace 5.4 million

Torrential monsoon rains have triggered severe flooding in Pakistan, primarily in Sindh Province, Reliefweb has reported. Before the monsoon season began, forecasts predicted 10% below normal rains for Sindh and the southern parts of the country for the 2011 monsoon season. However, by 10 August, heavy rains began affecting districts of southern Sindh and extended to the northern regions of the province and adjoining areas of south Punjab and north-eastern Balochistan. While this spell lasted till mid-August, another more debilitating and sustained rain spell heavily affected areas across the entire Sindh Province from the end of August until 14 September. Concurrent impact in adjoining vast areas of Balochistan has resulted in serious humanitarian consequences including in South Punjab. In Sindh, the central and southern districts have been the worst affected.

These rains caused widespread breaches in the agricultural and saline water canals, particularly in the Left Bank Outfall Drain, which exacerbated flood impact in Badin, Mirpurkhas and Tharparkar districts, among others. Continued rains have seriously impeded delivery of emergency services and flood impacted mitigation works. Outflow of the draining flood water is compromised due to poor infrastructure and lack of maintenance of the drainage routes. Some parts of Karachi and Hyderabad have also experienced urban flooding. Flood waters are likely to stagnate in most of the affected regions for the foreseeable future.

As the monsoon season continues, the impact upon the population is intensifying with 5.4 million people affected to date. In Sindh, in particular, the concentration is most severe and all 23 districts have been affected to some degree. It is expected that the population will continue to be uprooted from their homes to seek refuge in the short term as more areas are affected. While some are housed in Government appointed shelters, more seek higher ground along bunds and roads. In Balochistan, five districts are affected and notified (considered seriously affected by the national authorities).The Government of Pakistan, through the National Disaster Management Authority (NDMA) and utilising the Armed Forces’ logistical capacity, has taken the lead in responding to the disaster with the deployment of rescue and life-saving relief operations.

IRIN News has reported that heavy monsoon rain in southern Pakistan is in many ways hitting children worst of all, according to the UN Office for the Coordination of Humanitarian Affairs, which says five million people are affected. The UN Children’s Fund (UNICEF) says children are among the most vulnerable in the kind of situation that prevails now in Sindh Province: “Up to 2.5 million children have been affected by severe monsoon floods in southern Pakistan – and with many still recovering from the worst floods in the country’s history just a year ago, UNICEF says more help must reach them fast before the situation worsens.”

Media in Pakistan quoted disaster management authorities in Sindh as saying at least 270 people have been killed in the province’s 23 districts. The provincial government, which has called on international agencies to help, says 1.2 million homes have been washed away, while the aid agency Oxfam has reported that more than 4.2 million acres of land (1,699,680 hectares) has been flooded and 1.59 million acres (643,450 hectares) of standing crops destroyed in Sindh. It also warned the “situation could worsen” over the coming days.

“The nature of this disaster in some ways poses challenges that are more complex than those of 2010,” Kristen Elsby, a spokesperson for UNICEF, told IRIN from Islamabad. She said the main factor in this was that displaced populations were scattered, with many based along roadsides. “We did not know where to go when the rains swept in, took away our goats and destroyed the vegetable crop we had cultivated,” said Azrah Bibi from Badin District. She and her extended family of eight are currently camped along a roadside near the town of Badin. “We saw some people here and joined them. Some people delivered one lot of food, but there has been very little since, and it is hard to cook anyway since we have no facilities other than a fire from bits of timber and scrap,” she said.

“Children, in particular, need access to clean water and also sanitation to prevent illness from breaking out.” Like many others affected by this year’s flood, Azrah Bibi and her husband, Gulab Din, 45, were also affected by the floods of 2010, widely rated as the worst in the country’s history, which partially damaged their home and also their rice crop. “This year things seem equally bad to me. The wrath of Allah has hit us twice,” she said.

Another IRIN report has said that Sindh is facing disaster once more with heavy rains over the past five days, according to the Provincial Disaster Management Authority (PDMA). “Two million people in 15 [out of 23] districts have been affected,” PDMA Director of Operations Sajjad Haider told IRIN. He also said crops had been devastated. Eighty-five people are reported to have died and provincial authorities have announced disaster relief measures, including compensation packages for victims. Haider said crops had been devastated.

“My sugarcane crop, which was ready for harvesting, has been lost. I am still recovering from last year’s losses of crops and livestock. Who knows what will happen now,” said Majeed-ud-Din, 40, from his village in Khairpur, one of the worst-hit districts. In the remote Kohistan District of Khyber Pakhtoonkhwa Province (KP) flash floods triggered by heavy rain last week are now confirmed by District Coordination Officer Syed Imtiaz Ali Shah as having killed at least 33 people. Media reports put the death toll at almost double that figure, with dozens of houses including an entire village swept away by torrents pouring down hillsides.

The UN Rapid Response Plan has said that in Sindh, of the approximately 5.44 million people affected, 49% are women. The number of deaths has increased to 223, of which 60 are women and 37 are children. To date, 665,821 family homes have been damaged or destroyed. Nearly 297,041 people (77,175 women, 139,661 children) are currently living in 2,150 relief sites.

The situation of the people who have been forced to leave their homes is dire, and there is clear evidence of growing humanitarian needs. People have sought refuge on higher ground, along roadsides and on bunds, while others are housed in public shelters. Access to safe drinking water is compromised, although health services are reaching out. Due to damaged infrastructure, however, it is difficult for the population to access existing services and efforts to avoid a major disease outbreak must continue. With an increasing number of people uprooted as a consequence of the situation, ensuring emergency shelter and food for the population is critical.

Across both provinces, Sindh and Balochistan, there has been a significant impact on people’s lives, especially related to the loss of livelihoods, most predominantly those related to agricultural activities. The UN Rapid Response Plan has said that approximately 80% of Sindh’s rural population’s livelihood is dependent upon agricultural activities, such as crops, livestock, fisheries and forestry. According to preliminary information from NDMA, 1.6 million acres of crop area have been destroyed by the floods, and pre-harvest crop losses include rice, vegetables, cotton, and sugarcane. The survival and health of animals in flood-affected areas are at risk due to loss of fodder reserves and animal feeds. These combined effects are likely to severely affect the availability of and access to adequate food for a large proportion of the affected population over the coming months.

The floodwaters have devastated towns and villages, washed away access routes, downed power and communications lines, and inflicted major damage to buildings. Many key roads and major bridges are damaged or destroyed. The prevailing socio-economic conditions along with flood have exacerbated the living conditions of women, men, boys and girls residing in the flood-affected districts. Additionally, female and children are not always able to access basic services or humanitarian aid. Vulnerable people in general are potentially experiencing a higher risk of disease, in addition to the challenges of limited access and mobility.

20111021Major update – The urban-rural population data release.

This is an extremely important data set for planners and administrators in the major ministries and of course for all those in social sector fields. The new group of data files lists all the districts, their total population with rural and urban components, the population of the 0-to-six years age group and the population of literates, in all cases by male and female.

The text that follows is taken from the ‘data highlights’ file which provides a very good overview of the scope of this data release. You will also find a set of links to the pdf and xls files released by the Census 2011.

Census 2011 lists 7,935 towns in India. The number of towns has increased by 2,774 since the last Census (2001). Many of these towns are part of urban agglomerations and the rest are independent towns. The total number of urban agglomerations/towns, which constitutes the urban frame, is 6,166 in all states and union territories.

Population of UAs/Towns:
1. The total urban population in the country as per Census 2011 is more than 377 million constituting 31.16% of the total population.
2. Class I UAs/Towns: The UAs/Towns are grouped on the basis their population in Census. The UAs/Towns which have at least 1,00,000 persons as population are categorised as Class I UA/Town. At the Census 2011, there are 468 such UAs/Towns. The corresponding number in Census 2001 was 394.
3. 264.9 million persons, constituting 70% of the total urban population, live in these Class I UAs/Towns. The proportion has increased considerable over the last Census. In the remaining classes of towns the growth has been nominal.
4. Million Plus UAs/Towns: Out of 468 UAs/Towns belonging to Class I category, 53 UAs/Towns each has a population of one million or above each. Known as Million Plus UAs/Cities, these are the major urban centres in the country. 160.7 million persons (or 42.6% of the urban population) live in these Million Plus UAs/Cities.18 new UAs/Towns have been added to this list since the last Census.
5. Mega Cities: Among the Million Plus UAs/Cities, there are three very large UAs with more than 10 million persons in the country, known as Mega Cities. These are Greater Mumbai UA (18.4 million), Delhi UA (16.3 million) and Kolkata UA (14.1 million). The largest UA in the country is Greater Mumbai UA followed by Delhi UA. Kolkata UA which held the second rank in Census 2001 has been replaced by Delhi UA. The growth in population in the Mega Cities has slowed down considerably during the last decade. Greater Mumbai UA, which had witnessed 30.47% growth in population during 1991-2001 has recorded 12.05% during 2001-2011. Similarly Delhi UA (from 52.24% to 26.69% in 2001-2011) and Kolkata UA (from 19.60% to 6.87% in 2001-2011) have also slowed down considerably.

Child Population (0-6 years):
6. Population of children in the age group is 158.8 million in Census 2011. In the urban areas there are 41.2 million children in this age group. In comparison to Census 2001, the number of children (0-6) in urban areas has increased (by 10.32%), while in the rural areas it has decreased by 7.04%.
7. Of the 41.2 million children (0-6) in the urban areas in the country, the population in Class I UAs/Cities is 27.9 million, which is about 67.8% of the total Urban child population. In Million Plus UAs/Cities the Child Population (0-6) is 16.6 million constituting about 40 % of the total urban child (0-6) population of the country.
8. Among the 53 Million Plus UAs/Cities 16.6 million are children (0-6), of which 52.7% are boys and 47.3% are girls, showing a preponderance of male children in these large cities.
9. Malappuram UA has the highest proportion of Children (0-6) (13.57%) in the Million Plus category, followed by Ghaziabad (13.09%). Kolkata UA has the lowest proportion at 7.54%.

Gender Ratio:
10. Gender ratio, the number of females per thousand males, in urban areas in India is 926 in Census 2011. It has registered an increase of 26 points over the Gender ratio in 2001 Census.
11. Gender ratio in Class I UAs/Cities (population of 100,000 and above) is 921, which is 5 points lower than the total urban gender ratio in the country.
12. Among the Million Plus UAs/Cities the Gender Ratio stands at 912. The UAs, where population of females exceeds the total male population in this group are Kannur UA (Kerala) at the top with 1168. Surat UA (Gujarat) is at the bottom of the list with Gender Ratio at 754 where males outnumber females.
13. In the two of the three mega cities there is predominance of male population as they have returned low Gender Ratio (e.g., Greater Mumbai UA – 861, Delhi UA – 867). Kolkata UA has returned a better gender ratio at 928.

Child gender Ratio (0-6 years):
14. The Child gender Ratio in the country has declined from 927 to 914 in Census 2011. This decline is more pronounced in rural areas than in urban areas of the country, where the decline is by 4 points from 906 to 902 in Census 2011.
15. The Child gender Ratio in UAs/Cities with 100,000 persons and above is 899 which is marginally lower than the national average for urban areas.
16. The combined Child gender Ratio in Million Plus UAs/Cities is 898. Thiruananthapuram UA (Kerala) has returned the highest Child gender Ratio (971) in this group. The lowest slot is occupied by Agra UA (780).
17. Child gender Ratio in the three Mega Cities are 946 (Kolkata UA), 900 (Greater Mumbai UA) and the lowest in 868 (Delhi UA).

Literacy Rate:
18. The literacy rates among both males and females have shown improvement in Census 2011 compared to the last Census. The literacy rate in the country as a whole is 74.04%. In the rural and the urban areas the literacy rates are 68.9% and 84.9% respectively.
19. The female literacy rate in rural and urban areas shows wide variation. In the urban areas of the country the female literacy rate is 79.92% in the rural areas it is only 58.75%.
20. In the 468 UAs/Towns the progress in literacy has been quite encouraging. In 89 UAs/Cities the total Literacy Rate has crossed the 90% mark. The corresponding number of UAs/Cities in Census 2001 was only 23 in Census 2011. In another 288 UAs/Cities, the Literacy rate ranges between 80% to 90%, improving from 197 in Census 2001.
21. The total Literacy Rate in Greater Mumbai UA is 90.78%, the highest among the mega cities. The Literacy Rate in Delhi and Kolkata are 86.43% and 88.33% respectively. The female literacy rate is also the highest in Greater Mumbai UA (87.19) the top three megacities.

In the ‘Provisional Population Totals Paper 2 of 2011′ series you will find most of the new data concerns administrative divisions in the state (or UT), several ‘At a Glance’ compilations of data and charts, decadal growth rates for populations and the percentage shares (under various categories) of populations.

There are also gender ratios by residence, child population (with associated decadal growth characteristics, gender ratios and percentages), literates and literacy rates (also by residence).

The new entrants follow below. One state only remains and that is Jammu and Kashmir – perhaps by this week the paper 2 series will also be complete. I will post the details here as soon as that happens.

2011May – The first set of detailed state-level data is almost complete as a release from the Census of India, 2011 Census. In this post I will provide the data types for each state and the links to the Census documents.

Update 23 May: Nine more states added – Madhya Pradesh, Maharashtra, Odisha/Orissa, Punjab, Rajasthan, Tamil Nadu, Uttar Pradesh, Uttarakhand and West Bengal.

Update 15 May: Six more states added – Haryana, Himachal Pradesh, Jammu & Kashmir, Jharkhand, Karnataka and Kerala.

I haven’t checked these links – they are on the Census of India website. The state data are provided in pdfs and xls sheets. Beware some large file sizes! My advice is to look at the pdfs carefully too for numbers. Experience with earlier census releases (these will go on for two to three years) is that you will find tables carried in pdfs with no readily available corresponding xls sheets. So store them carefully.

Why does Bihar with a population of 103 million have one data document while Gujarat, with 60 million, have eleven? Why is Delhi’s data document a single 65 MB giant? What’s the difference between two Assam documents which seem similar? I’m afraid I don’t know. My best guess right now is that through 2011 the ‘schedule’ of tables and data releases will become more standardised for all states (and UTs).

The shorter version of the film is available on YouTube and is worth watching also for its scenes of contemporary village and urban India – lots of ethnic diversity and very colourful. 6. Population of children in the age group is 158.8 million in Census 2011. In the urban areas there are 41.2 million children in this age group. In comparison to Census 2001, the number of children (0-6) in urban areas has increased (by 10.32%), while in the rural areas it has decreased by 7.04%.
7. Of the 41.2 million children (0-6) in the urban areas in the country, the population in Class I UAs/Cities is 27.9 million, which is about 67.8% of the total Urban child population. In Million Plus UAs/Cities the Child Population (0-6) is 16.6 million constituting about 40 % of the total urban child (0-6) population of the country.
8. Among the 53 Million Plus UAs/Cities 16.6 million are children (0-6), of which 52.7% are boys and 47.3% are girls, showing a preponderance of male children in these large cities.
9. Malappuram UA has the highest proportion of Children (0-6) (13.57%) in the Million Plus category, followed by Ghaziabad (13.09%). Kolkata UA has the lowest proportion at 7.54%.

Gender Ratio:
10. Gender ratio, the number of females per thousand males, in urban areas in India is 926 in Census 2011. It has registered an increase of 26 points over the Gender ratio in 2001 Census.
11. Gender ratio in Class I UAs/Cities (population of 100,000 and above) is 921, which is 5 points lower than the total urban gender ratio in the country.
12. Among the Million Plus UAs/Cities the Gender Ratio stands at 912. The UAs, where population of females exceeds the total male population in this group are Kannur UA (Kerala) at the top with 1168. Surat UA (Gujarat) is at the bottom of the list with Gender Ratio at 754 where males outnumber females.
13. In the two of the three mega cities there is predominance of male population as they have returned low Gender Ratio (e.g., Greater Mumbai UA – 861, Delhi UA – 867). Kolkata UA has returned a better gender ratio at 928.

Child gender Ratio (0-6 years):
14. The Child gender Ratio in the country has declined from 927 to 914 in Census 2011. This decline is more pronounced in rural areas than in urban areas of the country, where the decline is by 4 points from 906 to 902 in Census 2011.
15. The Child gender Ratio in UAs/Cities with 100,000 persons and above is 899 which is marginally lower than the national average for urban areas.
16. The combined Child gender Ratio in Million Plus UAs/Cities is 898. Thiruananthapuram UA (Kerala) has returned the highest Child gender Ratio (971) in this group. The lowest slot is occupied by Agra UA (780).
17. Child gender Ratio in the three Mega Cities are 946 (Kolkata UA), 900 (Greater Mumbai UA) and the lowest in 868 (Delhi UA).

Literacy Rate:
18. The literacy rates among both males and females have shown improvement in Census 2011 compared to the last Census. The literacy rate in the country as a whole is 74.04%. In the rural and the urban areas the literacy rates are 68.9% and 84.9% respectively.
19. The female literacy rate in rural and urban areas shows wide variation. In the urban areas of the country the female literacy rate is 79.92% in the rural areas it is only 58.75%.
20. In the 468 UAs/Towns the progress in literacy has been quite encouraging. In 89 UAs/Cities the total Literacy Rate has crossed the 90% mark. The corresponding number of UAs/Cities in Census 2001 was only 23 in Census 2011. In another 288 UAs/Cities, the Literacy rate ranges between 80% to 90%, improving from 197 in Census 2001.
21. The total Literacy Rate in Greater Mumbai UA is 90.78%, the highest among the mega cities. The Literacy Rate in Delhi and Kolkata are 86.43% and 88.33% respectively. The female literacy rate is also the highest in Greater Mumbai UA (87.19) the top three megacities.

In the ‘Provisional Population Totals Paper 2 of 2011′ series you will find most of the new data concerns administrative divisions in the state (or UT), several ‘At a Glance’ compilations of data and charts, decadal growth rates for populations and the percentage shares (under various categories) of populations.

There are also gender ratios by residence, child population (with associated decadal growth characteristics, gender ratios and percentages), literates and literacy rates (also by residence).

The new entrants follow below. One state only remains and that is Jammu and Kashmir – perhaps by this week the paper 2 series will also be complete. I will post the details here as soon as that happens.

20110725Major update – The Census of India has released its Paper 2 of the 2011 Census. This provides the national and state-level data for urban and rural populations and their growth rates. The summary of the update follows:

Administrative Units: Census 2011 covered 35 States/Union Territories, 640 districts, 5,924 sub-districts, 7,935 Towns and 6,40,867 Villages. In Census 2001, the corresponding figures were 593 Districts, 5,463 sub-Districts, 5,161 Towns and 6,38,588 Villages. There is an increase of 47 Districts, 461 Sub Districts, 2774 Towns (242 Statutory and 2532 Census Towns) and 2279 Villages in Census 2011 as compared to Census 2001.

Population: As per the Provisional Population Totals of Census 2011, the total population of India was 1210.2 million. Of this, the rural population stands at 833.1 million and the urban population 377.1 million. In absolute numbers, the rural population has increased by 90.47 million and the urban population by 91.00 million in the last decade. Uttar Pradesh has the largest rural population of 155.11 million (18.62% of the country’s rural population) whereas Maharashtra has the highest urban population of 50.83 million (13.48% of country’s urban population) in the country.

Growth Rate: The growth rate of population for India in the last decade was 17.64%. The growth rate of population in rural and urban areas was 12.18% and 31.80% respectively. Bihar (23.90%) exhibited the highest decadal growth rate in rural population.

Urban population percentages for states, 2011

Proportion of Population: In percentage terms, the rural population formed 68.84% of the total population with the urban population constituting 31.16% (increase of 3.35%). Himachal Pradesh (89.96%) has the largest proportion of rural population, while Delhi (97.50%) has the highest proportion of urban population. The EAG States have a lower percentage of urban population (21.13%) in comparison to non EAG States (39.66%).

Sex Ratio: The Sex Ratio in the country which was 933 in 2001 has risen by 7 points to 940 in 2011. The increase in rural areas has been 1 point from 946 to 947. The same in urban areas has been 26 points from 900 to 926. Kerala has the highest sex ratio in total (1084), rural (1077) and urban (1091). In rural, Chandigarh (691) and in urban, Daman & Diu (550) show the lowest sex ratio in the country respectively. Eight states namely Jammu & Kashmir, Himachal Pradesh, Uttarakhand, Bihar, Jharkhand, Chhattisgarh, Maharashtra, Karnataka and 1 UT Lakshadweep show fall in the sex ratio in rural area and 2 Union Territories, Daman & Diu and Dadra & Nagar Haveli, in urban areas.

Child Population (0-6 years): Out of the child population of 158.8 million in the age group of 0-6 in the country the rural child population stands at 117.6 million and urban at 41.2 million in 2011. The Child population has declined by 5.0 million in the country – decline of 8.9 million in rural areas and increase of 3.9 million in urban areas. The Country has observed a decline in the percentage of child population in the age group 0-6 years by about 3 percentage points over the decade – rural areas show a decline of about 3 % and urban a decline of 2%. The growth rate of Child population has been -3.08% in the last decade (Rural- (-)7.04%; Urban- (+)10.32%).

Child Sex Ratio (0-6 years): Census 2011 marks a considerable fall in child sex ratio in the age group of 0-6 years and has reached an all time low of 914 since 1961. The fall has been 13 points (927-914) for the country during 2001-2011. In rural areas, the fall is significant – 15 points (934-919) and in urban areas it has been 4 points (906-902) over the decade 2001-2011. Delhi (809) has recorded the lowest and Andaman & Nicobar Islands (975) the highest child sex ratio in rural areas. Haryana (829) has recorded the lowest and Nagaland (979) the highest child sex ratio in urban areas.

Urban population percentages for states, 2001

Number of Literates: As per the Provisional Population Totals of Census 2011, the number of literates in India was 778.5 million. Of this, 493.0 million literates were in rural areas and 285.4 million literates in urban areas. Out of an increase of 217.8 million literates over the decade 2001-2011, rural areas accounted for 131.1 million and urban areas 86.6 million. The highest number of rural literates has been recorded in Uttar Pradesh (88.4 million). Maharashtra (40.8 million) has recorded the highest number of literates in urban areas.

Literacy Rate: The Literacy Rate of India as per the Provisional Population Totals of Census 2011 is 74.04. In rural areas the Literacy Rate is 68.91 and in urban areas it is 84.98. The decadal change works out to 9.21 points – 10.17 points in rural areas and 5.06 points in urban areas respectively. The male Literacy Rate which is 82.14 (Rural- 78.57; Urban-89.67) is higher than the female Literacy Rate of 65.46 (Rural- 58.75; Urban-79.92). The increase in female literacy rate is significantly higher in all areas i.e. total (11.79 points), rural (12.62 points) and urban (7.06 points) in comparison to corresponding male literacy rates – total (6.88 points), rural (7.87) and urban (3.40 points) over the decade. It is significant to note that the gap in literacy rate among males and females has reduced to 16.68 in the country. The gap is 19.82 points in rural areas and 9.75 points in urban areas.

Kerala (92.92) ranks first in rural areas whereas Mizoram (98.1) ranks first in urban areas. As far as Male literacy rate is concerned, Kerala (95.29) ranks first in rural areas whereas Mizoram (98.67) ranks first in urban areas. Rajasthan (46.25) has recorded lowest female literacy rate in rural areas, whereas, Jammu & Kashmir (70.19) has the lowest female literacy rate in urban areas. Lowest male literacy rate in rural areas has been recorded in Arunachal Pradesh (68.79) and in urban areasin Uttar Pradesh (81.75).

The first set of detailed state-level data is almost complete as a release from the Census of India, 2011 Census. In the post titled ‘India’s 2011 Census – the states and their prime numbers’ I am providing the data types for each state and the links to the Census documents. So far, data sheets for 12 states are listed and linked. These are Andhra Pradesh, Assam, Bihar, Chhattisgarh, Delhi, Gujarat, Haryana, Himachal Pradesh, Jammu & Kashmir, Jharkhand, Karnataka and Kerala.

Exactly half of the twenty most populous states, each with a population of ten million or more, have added lesser persons in the decade 2001-2011 compared to the previous one. Had these ten states added the same number of persons during 2001-2011 as they did in the previous decade, everything else remaining the same, India would have added another 9.7 million more persons during this decade. [Text from the introductory note of Paper 1 on the Census.]

The phenomenon of low growth have started to spread beyond the boundaries of the Southern states during 2001-11, where in addition to Andhra Pradesh, Tamil Nadu and Karnataka in the South, Himachal Pradesh and Punjab in the North, West Bengal and Orissa in the East, and Maharashtra in the West have registered a growth rate between eleven to sixteen percent in 2001-2011 over the previous decade.

The Provisional Population Totals of Census 2001 predicted this: “It is also obvious that in the contiguous four major South Indian states fertility decline appears to have well established, stretching to neighbouring Maharashtra on the west and Orissa and West Bengal in the east, whereas in other regions it is rather scattered.”

Among the smaller states and Union Territories, Dadra and Nagar Haveli and Daman and Diu registered very high growth rates of more than fifty three percentage points. In contrast, Lakshadweep, Andaman & Nicobar Islands and Goa have registered single digit decadal growth. Nagaland is the only State which has registered a small negative growth during 2001-2011 after very high growths in all the previous decades.

It took four decades for Kerala to reach a decadal growth of less than ten percent from a high growth rate of 26.29 percent during 1961-71 to 9.43 during 1991-2001. Although Kerala has continued with this impressive show to register a growth rate of just above 4.9 percent during 2001-2011, the decadal growth rates in Bihar, Chhattisgarh, Jharkhand, Rajasthan, Uttar Pradesh and Madhya Pradesh are still above 20 percent, a level where Kerala and Tamil Nadu were forty years ago. However, the International experience is (European Fertility Project) that once the fertility transition had been established in a linguistic or cultural area, it spread rapidly and independently of socio-economic level achieved.

Perhaps the policy measures taken in the decade have prepared the basic ground for a similar situation in India and, one may expect a faster rate of fall in growth rates in the remaining states and Union Territories with increase in literacy and child care facilities and a reduction in poverty. The road to a stationary population before 2060 is long and arduous and would require intense efforts.

The long-awaited first set of provisional totals and demographic data have been released. This is a big moment. India’s is after all the biggest population enumeration exercise in the world – yes China’s population is greater, but the evidence of census operations in the twentieth century suggests that India’s census (not number of people) is the most complex and data-intensive in the world. It is also the longest running series – Census 2011 is the fifteenth census from 1872!

In a country like India, with multiethnic, multilingual, multicultural and multilevel society, the Census is much more than a mere head count of the population. It gives a snapshot of not only the demographic but also the economic, social and cultural profile of the country at a particular point of time. More often than not, it is the only available source of primary data at the level of the village and town (ward). It provides valuable information for planning and formulation of policies by the Government and is also used widely by national and international agencies, scholars, and many more.

In addition, the Census provides a basic frame for conduct of other surveys in the country. Any informed decision making that is based on empirical data is dependent on the Census. Democratic processes like the delimitation of electoral constituencies and affirmative action like reservation are also based on the basic data sets of the Census. It has indeed come a long way from what was described as “the idle curiosity of an eccentric sirkar”. So said J  Chartres Molony, Superintendent of Census, Madras, 1911: “The Village Officer, source of all Indian information, is the recorder of his village, and it well may be that amid the toils of keeping accounts and collecting mamuls, he pays scant heed to what he and his friends consider the idle curiosity of an eccentric sirkar”.

The earliest references of Census taking in India can be traced back to the Mauryan period in Kautilaya’s ‘Arthashastra’ (321-296 BC) and later during the Mughal period in the writings of Abul Fazl (1595-96) in the ‘Ain-e-Akbari’. Records have it that in 1687, during the Governorship of Elihu Yale in Madras Presidency, the King of England desired that a count of the inhabitants of Fort St George be taken. This however was not followed up until 1872. A count was also taken up in 1853 in the North Western Frontier, which was followed by a series of Census like enumerations. However these “were not censuses but simple head counts”. Dr. W.R.Cornish, Superintendent of Census Operations, Madras, 1871: “The estimates of population of Madras previous to 1867 had been so various and the direct censuses of 1822 and 1863 were so untrustworthy that it had been found utterly impossible to arrive at any satisfactory conclusion as to the actual number of people…”. Rev C.W.Ranson: “…for the period prior to 1871, we are dependent for our knowledge of the growth of population of Madras upon estimates which at their best represent only informed guesswork and at their worst wildest conjecture”.

A systematic and modern population Census, in its present scientific form was conducted non synchronously between 1865 and 1872 in different parts of the country. This effort culminating in 1872 has been popularly labelled as the first population Census of India (the first synchronous Census in India was however conducted in 1881). Christophe Guilmoto: “1871 is probably the turning point of the statistical history of India owing to the inception of a century long tradition of decennial censuses which in turn triggered a new development in the monitoring of socio demographic phenomena like famines, epidemiology or the natural increase of population.”

The Indian Census has a long tradition of releasing the population data on a provisional basis within a short time after the completion of the Population Enumeration. The population totals are built up by each Enumerator right from the page totals of a few data items for each page of the Household Schedule, which are then consolidated at the Enumerator’s Block level. The totals at various Administrative levels the Tahsil/Taluk/Community Development Block etc., the Town, the District and the State are consolidated through a process of successive aggregation. The entire exercise of aggregation right from the Enumerator’s Block level to the State level is completed within a short span.

Dr C Chandramouli, the Registrar General and Census Commissioner of India, has cautioned that “the first flush of Census 2011 results, ‘The Provisional Population Totals’, is rather raw and not subjected to the intensive checks and cross checks as the usual final Census data is. Further, the numbers given are somewhat tentative and the final figures are found to be a bit different. Some caution is therefore needed while interpreting the results. The intelligent data user will definitely keep these limitations at the back of his mind but still use the data provided here to pick up some early demographic trends. The ‘Final Population Totals’ will be released after the scanning and the processing of information collected in the Household Schedule are completed.” (Data sheets, tables and explanatory material can be found on the Census of India website.)

The population of India, at the turn of the twentieth century, was only around 238.4 million. This has increased by more than four times in a period of 110 years to reach 1210 million in 2011. Interestingly, the population of India grew by one and half times in the first half of the twentieth century, while in the later half it recorded a phenomenal three-fold increase.

One of the important features of the present decade is that, 2001-2011 is the first decade (with the exception of 1911-1921) which has actually added lesser population compared to the previous decade. This implies that as a result of the combination of population momentum and somewhat impeded fertility, although India continues to grow in size, its pace of net addition is on the decrease.

In absolute terms, the population of India has increased by about 181 million during the decade 2001-2011. Although, the net addition in population during each decade has increased consistently, the changes in net addition has shown a steady declining trend over the decades starting from 1961. While 27.9 million more people were added between the decade 1981-1991 than between 1971-1981, this number declined to 19.2 million for the decades between 1981-1991 and 1991-2001. The provisional results of 2011 shows that between 2001 and 2011, the net addition is less than that of the previous decade by 0.86 million.

Population Growth Rates – It is significant that the percentage decadal growth during 2001-2011 has registered the sharpest decline since independence. It declined from 23. 87 percent for 1981-1991 to 21.54 percent for the period 1991-2001, a decrease of 2.33 percentage point. For 2001-2011, this decadal growth has become 17.64 percent, a further decrease of 3.90 percentage points.

The provisional population totals of Census 2011 brings a ray of hope with definite signs that the growth rate of population is tapering off especially in areas where it had been stagnant for several decades. There is also a marked decline in fertility as evidenced by the declining proportion of child population in the age group of 0-6 years. Independent India, urged by the First Census Commissioner R A Gopalaswami, who referred to “improvident maternity” as the primary cause of the population problem became the first country in 1952 to establish a policy for population control. For the world as a whole, demographers are generally confident that by the second half of this century we will be ending one unique era in history – the population explosion – and entering another, in which population will level out or even fall. Population pessimists have warned the congenital optimists, not to believe that humanity will find ways to cope and even improve its lot. Still, Malthus noted: “The exertions that men find it necessary to make, in order to support themselves or families, frequently awaken faculties that might otherwise have lain for ever dormant, and it has been commonly remarked that new and extraordinary situations generally create minds adequate to grapple with the difficulties in which they are involved”.

A feature of both mortality and fertility transitions has been their increasingly faster tempo. Targeted programmes like those on female literacy, improving general health care, improving female employment rates, minimum years of schooling, advocacy through village groups, etc. is slowly redefining motherhood from childbearing to child rearing. Census 2011 is perhaps an indication that the country has reached a point of inflexion. A news bulletin from the World Food Programme (WFP) describes in first person the steady rebuilding of lives taking place in Pakistan. More than two months after the devastating August floods, Amjad Jamal, a WFP spokesman in Pakistan, describes how millions of people are at work reclaiming their lives with the help of a massive food assistance effort.

If we were to drive across Pakistan today, from the Swat Valley in the north to Sindh or Balochistan in the south, what would we see? In the Swat Valley where the floodwaters have all dried up or receded, you would see people rebuilding their homes and replanting the many fruit orchards for which it’s famous. In Punjab, the “bread basket” of Pakistan, you’d see whole villages under construction, with a frenzy of activity in the fields as people rush to get their wheat crop planted in time. In Sindh and the sparsely populated Balochistan, there’s still a lot of standing water, with people unable to return to their homes and living in flood camps.

What signs are there that conditions for the flood victims are beginning to improve? Recovery efforts are well underway in the northern parts of the country where people are working hard to get back on their feet. We’re expecting a poor harvest this season, but have high hopes for the one afterwards next summer as the flood waters have left behind a lot of fertile soil.

What is the biggest remaining challenge to helping people impacted by the floods get back on their feet? Our single biggest challenge is still the sheer number of people affected. Getting help to six million people per month in a country as vast as Pakistan isn’t just costly, it’s complicated. Whereas in Swat Valley it means helping people in isolated mountain valleys store up food for the winter, in the plains of Punjab it means helping them rebuild their irrigation canals and in the southern region of Sindh, reclaiming entire farms from the floodwaters.

In what part of the country is that challenge greatest? The situation in Sindh is particularly worrisome as much of the province is still under water and the farmers there have by and large missed the September planting season. In Balochistan too, the huge distances and widely scattered population are making it difficult to get to everyone. The logistical challenges there are compounded by the near constant threat of insecurity along the border with Afghanistan.

Of all the things you’ve seen or heard over the past few weeks, what has made the biggest impression on you? I was recently in Balochistan where it’s extremely difficult to work because you need a security detail to do practically anything, and met a man of about my age at camp for flood victims who was there with his children. When I asked about his wife, he told me that she had died of a heart attack at the sight of their house crumbling under the floodwaters. He’d promised his children that as soon as the waters receded, they’d go back and rebuild it just like it was before the floods.

Assessing Pakistan’s rice and cotton crop damage

From late July through August, Pakistan received excessive monsoon rainfall across the country including many of the major rice and cotton growing areas. The extraordinary rainfall triggered severe overland and river flooding. The impact of the floodwater is most severe in Khyber Pakhtunkhwa (NWFP), Baluchistan, Punjab, and the northern districts of Sindh. These provinces have suffered significant loss of cropland and damage to agricultural infrastructure. The major kharif season (June-November) crops are rice and cotton, but a substantial amount of corn, millet, and sorghum is grown during the kharif season as well.

The floodwaters are receding in the mid- and upper-reaches of the Indus Valley but continue to expand in the southern district of Sindh. The final extent of the floodwaters and the resulting damage to crops is still uncertain. The USDA has made a preliminary assessment, based primarily on satellite imagery, which indicates significant crop damage in major rice and cotton areas along the Indus River in Punjab and Sindh provinces.

The USDA forecasts 2010-11 Pakistan rice production at 5.3 million tons, down 19 percent from last month, and down 1.5 million or 22 percent from last year. Area is estimated at 2.4 million hectares, 14 percent down from last month, and down 0.4 million or 14 percent from last year. Yield is forecast at 3.31 tons per hectare, down 5 percent from last month and down 9 percent from last year. USDA damage estimates, based primarily on satellite imagery, indicate rice cropland losses of 400,000 hectares. The rice crop is at various development stages ranging from the early vegetative to the reproductive stage. Satellite-derived vegetative indices indicate that upland cropping areas will benefit from abundant soil moisture, where flooding did not occur.

Cotton production is forecast at 9.3 million 480-pound bales, down approximately 2 percent from last month, and down 0.3 million or 3 percent from last year. Area is estimated at 3.0 million hectares, 2 percent down from last month, and the same as last year. Yield is forecast at 675 kilograms per hectare, down 0.4 percent from last month and down 3 percent from last year. Analysis of satellite imagery suggests cotton cropland losses at around 200,000 hectares. The crop is at various development stages ranging from early vegetative to advanced maturity, and vegetative indices indicate that most upland cropping areas, away from the flooded areas, benefited from abundant soil moisture profiles.

Pakistan’s crippling crop and livestock loss

ReliefWeb has reported the main points of a new briefing on the Pakistan flood situation by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA):

(1) The emergency continues to unfold in the southernmost province of Sindh. Additional towns and villages in Dadu and Jamshoro districts have been flooded in recent days, as Manchar Lake breached its banks. (2) The health cluster warns of an increased risk of malaria, particularly in the south, in the coming days and weeks. (3) A fully revised floods response plan, the Floods Emergency Response Plan (FERP), will be launched in New York on 17 September by United Nations Under-Secretary-General and Emergency Relief Coordinator Valerie Amos. (4) Though 74% of the requirements set out in the Pakistan Initial Floods Emergency Response Plan (PIFERP) have now been covered, massively scaled up donor support will be needed to meet the increased requirements set out in the FERP.

The Dawn has reported on the growing losses in Pakistan’s crops and livestock, and it makes for dreadful reading.

“The country has suffered a loss of about Rs250 billion in the agricultural and livestock sectors and the flood recovery costs may run into billions of dollars, local experts and a UN spokesman said on Thursday. The Minister for Food and Agriculture, Nazar Mohammad Gondal, said: “It is difficult to give an exact figure, but I agree that the loss of agriculture and livestock runs into billions of rupees. The floods have destroyed crops of cotton, rice, sugarcane and tobacco worth billions of rupees.”

Javed Saleem, a former president of the Crops Protection Association (CPA), and Ibrahim Mughal, chairman of the Pakistan Agricultural Farms Association (PAFA), said over 17 million acres of agricultural land had been submerged and ripe crops of rice, cotton and sugarcane destroyed. Over 100,000 cows, buffaloes, goats, sheep, horses, camels and donkeys have been lost and 3,000 fish farms and 2,000 poultry farms destroyed across the country. “According to an estimate, the loss of cotton crop is of about Rs 155 billion,” Mr Saleem said.

In Punjab alone, a cotton growing area of about one million acres had been affected and crops worth Rs86 billion destroyed, he said. “The whole agricultural belt that includes Jhang, Bhakkar, Rajanpur, Rahimyar Khan and Layyah has been inundated.” Sindh has lost standing crops worth Rs 95 billion over 100,000 acres. Cotton and rice are the major crops destroyed by the floods. In Khyber Pakhtunkhwa, over 325,000 acres have been submerged and crops worth Rs 29.6 billion destroyed. Mr Mughal said over one million tons of wheat stock kept in houses had been swept away. “About 1,000 tractors have also been lost,” he said.

The Dawn report said: “According to dealers, the floods have caused a shortage of food items and the prices of fruits and vegetables have increased by 25 to 50 per cent. It is feared that the situation will persist for the whole year till cultivation resumes in flooded areas.”

What will the combination of ruinous losses and soaring prices to do people like Wali Jamote, 50, who fled his village in Nasirabad District early in August, as reported by IRIN News. “I lost everything we had – our tent, the few clothes, shoes and utensils we possess, and worse of all my goats and a camel,” Wali told IRIN. He and his family move every few months in search of fresh pasture: “The animals were all we had. They provided us with milk and cheese, and without them my children have gone hungry.” He said he had been given “no help at all” by any agency.

Thousands of people camped out along the main road from Quetta, capital of the southwestern Pakistani province of Balochistan, to Sukkur in Sindh Province, are living in primitive conditions, some with no shelter from the scorching sun. Among them are a particularly vulnerable group: nomads who have lost their livestock. Worse still, Wali and others like him have no idea what the future holds. “Will anyone give me a camel?” he asked. He also said he had no national identity card. “Some soldiers who passed by said I could receive no help without it – but they also said that with no fixed address I was not eligible for one.”

The International Crisis Group has advised that Pakistan’s government and international actors must ensure those in flood-devastated conflict zones are urgently granted the assistance they need to survive and to rebuild lives, without the military dictating rehabilitation and reconstruction efforts. Pakistan: The Worsening IDP Crisis, is the title of a new briefing on internally displaced persons from the International Crisis Group.

It highlights how the country not only faces an unprecedented natural disaster, but also confronts the twin challenges of stabilising a fragile democratic transition and countering violent extremism. The civilian government, already tackling an insurgency, and its institutions, neglected during nine years of military rule, lack the capacity and means to provide sufficient food, shelter, health and sanitation without international assistance. But all sides must ensure community-based civil society groups, credible secular non-governmental organisations, and elected representatives lead the process.
